【摘要】：將全面質(zhì)量管理思想的基本理論和方法引入大型公立醫(yī)院的固定資產(chǎn)管理中,構(gòu)建固定資產(chǎn)全面管理模式:在全員參與、全過程動(dòng)態(tài)化、全方位綜合管理的特征下,建立分級(jí)管理、分級(jí)核算的管理體系、設(shè)計(jì)基于資產(chǎn)全壽命周期的流程管理,實(shí)現(xiàn)固定資產(chǎn)管理與預(yù)算管理、成本管理、績效管理、價(jià)值管理的有效融合,以信息技術(shù)為支撐提升資產(chǎn)效能,優(yōu)化資源配置,最終更好地服務(wù)于醫(yī)院業(yè)務(wù)發(fā)展并實(shí)現(xiàn)國有資產(chǎn)的保值增值。
[Abstract]:This paper introduces the basic theory and method of total quality management into the fixed assets management of large public hospitals, and constructs the overall management mode of fixed assets: the participation of all staff and the dynamic of the whole process. Under the characteristics of omni-directional integrated management, the management system of hierarchical management and hierarchical accounting is established, and the process management based on the life cycle of assets is designed to realize the management of fixed assets and budget, cost management and performance management. The effective integration of value management, with information technology as the support to enhance the efficiency of assets, optimize the allocation of resources, ultimately better serve the development of hospital business and achieve the value of state-owned assets.
