【摘要】：隨著中國國民收入的不斷提高,冷鏈物流在我國得到了蓬勃發(fā)展,市場(chǎng)潛力巨大。在冷鏈物流市場(chǎng)的競(jìng)爭(zhēng)進(jìn)一步加劇的同時(shí),我國國第三方冷鏈物流企業(yè)成本控制體系尚未健全,企業(yè)逐步意識(shí)到,要想在激烈的競(jìng)爭(zhēng)中獲得競(jìng)爭(zhēng)優(yōu)勢(shì),個(gè)強(qiáng)有力的策略就是獲取成本優(yōu)勢(shì)。但要進(jìn)行正確的成本決策,精確的成本信息是關(guān)鍵。由于我國當(dāng)前會(huì)計(jì)制度的局限性,使得大量的物流成本沒有得到真實(shí)的反映,從而造成了“物流冰山”效應(yīng)。而作業(yè)成本法的出現(xiàn)使得獲得較精確的成本信息成為可能。本文介紹了國內(nèi)外冷鏈物流作業(yè)成本的管理現(xiàn)狀,該行業(yè)有關(guān)的國家標(biāo)準(zhǔn),分析目前冷鏈物流成本管理中出現(xiàn)的問題及造成這些問題的原因,并論述物流成本的構(gòu)成與特點(diǎn),總結(jié)了物流成本管理方面的研究成果,并提出了目前物流成本核算、物流績效評(píng)價(jià)中存在的問題,并研究了冷鏈物流的成本特性,基于以上分析,探討了冷鏈物流運(yùn)營成本核算應(yīng)用作業(yè)成本的適用性。通過對(duì)冷鏈物流業(yè)務(wù)內(nèi)容及其運(yùn)作流程進(jìn)行分析,并根據(jù)企業(yè)的作業(yè)流程中各項(xiàng)成本發(fā)生的特點(diǎn),應(yīng)用作業(yè)成本法進(jìn)行物流企業(yè)的成本核算模式劃分,主要分析了單軌制和雙軌制成本核算模式的特點(diǎn),并針對(duì)兩種不同模式進(jìn)行分析與比較。接著根據(jù)冷鏈物流的作業(yè)特點(diǎn)進(jìn)行成本核算對(duì)象的選擇與確定,重點(diǎn)介紹了核算期間、空間以及核算對(duì)象界定范圍等。然后分析了冷鏈物流作業(yè)成本核算的賬戶設(shè)置及根據(jù)成本動(dòng)因?qū)Τ杀緦?duì)象進(jìn)行成本核算的一般程序。再依據(jù)由作業(yè)成本法核算得到的信息,參考國家標(biāo)準(zhǔn)《企業(yè)物流成本構(gòu)成與計(jì)算》,設(shè)計(jì)冷鏈物流作業(yè)成本核算的相關(guān)會(huì)計(jì)報(bào)表,并結(jié)合平衡計(jì)分卡與綜合評(píng)價(jià)法,對(duì)物流企業(yè)進(jìn)行全面的、量化的績效評(píng)價(jià)。最后,本著全面提升冷鏈物流運(yùn)營水準(zhǔn)的目的,從增強(qiáng)有效溝通、提高財(cái)務(wù)素質(zhì),完善流程、發(fā)展第三方冷鏈物流戰(zhàn)略聯(lián)盟、規(guī)范并完善操作流程冷鏈物流效率“軟”提高、適當(dāng)外包、特色化發(fā)展、協(xié)同利用冷鏈物流設(shè)備、提高員工素質(zhì),借鑒先進(jìn)經(jīng)驗(yàn)等方面,對(duì)我國冷鏈物流作業(yè)成本控制提出了一系列建議。
[Abstract]:China along with the continuous increase of national income, the cold chain logistics in China has been booming, the market has great potential. In the cold chain logistics market competition further intensified at the same time, the cost of third party logistics enterprises in China cold chain control system is not perfect, enterprises gradually realized that, in order to gain a competitive advantage in the fierce competition in a powerful strategy is to obtain cost advantages. But to make the right decision cost, accurate cost information is the key. Due to the limitations of China's current accounting system, making a large number of logistics cost has not been reflected, resulting in the effect of "logistics iceberg". While ABC makes the more accurate cost information becomes possible. This paper introduces the management status of domestic and international cold chain logistics cost, the relevant national industry standards, the analysis of the current cold chain logistics cost management The problems and the reasons for these problems, and discusses the structure and characteristics of the logistics cost, summarizes the research results of logistics cost management, and puts forward the logistics cost accounting, logistics problems in the performance evaluation, and cost characteristics of cold chain logistics research, based on the above analysis, the applicability of the cold chain logistics operation cost accounting application of activity-based cost. Based on the cold chain logistics business and operation process analysis, and according to the characteristics of the cost of business processes occurring in the cost accounting model for division of logistics enterprise application of activity-based costing, analyzes the main features of monorail system and dual track system of cost calculation model and, according to the two different models were analyzed and compared. Then the cost accounting object selection and determined according to the operation characteristics of cold chain logistics, the paper introduces accounting During the space and scope of accounting object. Then analyzes the cold chain logistics costing account settings and the general procedure of cost accounting for the cost of the object according to the cost drivers. Based on the obtained by activity-based costing information, reference to the national standard "enterprise logistics cost structure and calculation of design of cold chain logistics operation." cost accounting of the relevant accounting statements, and combined with the Balanced Scorecard and the comprehensive evaluation method of logistics enterprise comprehensive performance evaluation, quantitative. Finally, in the comprehensive promotion of cold chain logistics operation level, from enhancing effective communication, improve the financial quality, improve the process, the development of the third party cold chain logistics strategic alliance, specification the operation process and improve the efficiency of cold chain logistics to improve the "soft", appropriate outsourcing, characteristic development, collaborative use of cold chain logistics equipment, improve the quality of the staff, learning advanced experience etc. On the other hand, a series of suggestions on the cost control of cold chain logistics in China are put forward.
