【摘要】：貨物運(yùn)輸是鐵路運(yùn)輸服務(wù)的重要組成部分,其價格直接關(guān)系到鐵路運(yùn)輸企業(yè)的收益,是鐵路運(yùn)輸企業(yè)經(jīng)濟(jì)活動的生命線。合理的運(yùn)價體系是鐵路引進(jìn)資本的保障,同時可引導(dǎo)鐵路貨運(yùn)向公路分流,緩解鐵路運(yùn)輸壓力,實(shí)現(xiàn)市場配置、有序競爭的改革目標(biāo)。 本文通過深入我國現(xiàn)行鐵路貨運(yùn)定價體系,總結(jié)其中存在的弊端,引入國外鐵路貨運(yùn)定價機(jī)制的分析,借鑒其運(yùn)價制定和改革過程中的成功經(jīng)驗(yàn)。對影響鐵路貨運(yùn)定價的因素進(jìn)行系統(tǒng)總結(jié),著重分析鐵路貨運(yùn)的運(yùn)營成本、管理費(fèi)用、財務(wù)費(fèi)用等成本構(gòu)成,同時考慮影響鐵路貨運(yùn)定價的其他因素,如運(yùn)輸需求、競爭狀況、貨主承受能力、政府政策等。最后針對我國鐵路正從政企合一轉(zhuǎn)化為自負(fù)盈虧的獨(dú)立企業(yè)的特殊時期,根據(jù)我國鐵路貨運(yùn)定價機(jī)制的特殊發(fā)展模式,分別提出針對過渡時期和市場化運(yùn)營時期的兩階段定價模型,即浮動運(yùn)價定價模型和引入期權(quán)理論的定價模型。針對過渡時期的浮動運(yùn)價模型考慮了鐵路貨運(yùn)運(yùn)價影響因素的多重性,利用成本、價值與價格之間的內(nèi)在關(guān)系,以補(bǔ)償成本支出為原則確定基準(zhǔn)運(yùn)價,根據(jù)需求變化情況及其他影響因素對基準(zhǔn)運(yùn)價進(jìn)行調(diào)整,并確定鐵路運(yùn)輸企業(yè)運(yùn)價波動上下限。針對鐵路貨運(yùn)企業(yè)市場化運(yùn)營時期,引入期權(quán)理論的定價模型,利用鐵路貨運(yùn)協(xié)議銷售與期權(quán)的相似性,將期權(quán)概念應(yīng)用到鐵路貨運(yùn)定價模型中,通過相應(yīng)的數(shù)學(xué)推導(dǎo)分析,確定期權(quán)執(zhí)行價格和期權(quán)費(fèi)用。最后選取M鐵路局為例,分析其運(yùn)營具體情況,提取真實(shí)數(shù)據(jù),運(yùn)用浮動運(yùn)價模型和期權(quán)定價模型制定M鐵路局過渡時期和市場化運(yùn)營時期的運(yùn)價水平,完成模型的驗(yàn)證。 文章充分考慮了我國鐵路運(yùn)輸企業(yè)的發(fā)展實(shí)際,為我國鐵路貨運(yùn)企業(yè)制定運(yùn)價提供相關(guān)理論依據(jù)和實(shí)際操作方法,對完善鐵路貨運(yùn)系統(tǒng)的定價體系,提高鐵路在綜合運(yùn)輸市場上的競爭力并實(shí)現(xiàn)社會剩余最大化有一定的借鑒意義。
[Abstract]:The transportation of goods is an important part of railway transportation service . Its price is directly related to the income of railway transportation enterprises . It is the lifeline of economic activity of railway transportation enterprises . The reasonable price system is the guarantee of the imported capital of the railway . At the same time , it can guide the railway freight to divert the highway , relieve the railway transportation pressure , realize the market allocation and orderly competition . In the light of the special development mode of the railway freight pricing mechanism , this paper puts forward the pricing model for the transition period and the market - oriented operation period . The paper fully considers the development of railway transportation enterprises in our country , provides the relevant theoretical basis and practical operation methods for the development of railway freight enterprises in our country , and has certain reference significance for improving the pricing system of railway freight system , improving the competitiveness of the railway in the comprehensive transportation market and realizing the maximization of the surplus of society .
