【摘要】：《機(jī)關(guān)事業(yè)單位工作人員養(yǎng)老保險(xiǎn)制度改革的決定》(國(guó)發(fā)⺌2015⺗2號(hào))頒布已有兩年多,由于條塊分割為基礎(chǔ)的府際關(guān)系以及政府部門之間合作意識(shí)不強(qiáng),政策出臺(tái)過(guò)程中府際合作遠(yuǎn)不充分,導(dǎo)致政策內(nèi)容不完善,落地困難�；诟H關(guān)系理論,結(jié)合江蘇省七家公立醫(yī)院的調(diào)研情況,對(duì)造成的編制內(nèi)外人員養(yǎng)老保險(xiǎn)改革難以協(xié)調(diào)推進(jìn)、改革成本分擔(dān)機(jī)制不健全、補(bǔ)充養(yǎng)老保險(xiǎn)改革基礎(chǔ)不一致以及若干政策要點(diǎn)模糊等困境的府際合作不足進(jìn)行剖析,借此提出樹立府際合作理念、完善府際合作機(jī)制、明確府際責(zé)任等以突破改革困境,推動(dòng)政策落地。
[Abstract]:Decision on the Reform of the Old-age Insurance system for the staff of organs and institutions. 2015? It has been more than two years since the promulgation of the policy. Due to the inter-government relations based on fragmentation and the weak sense of cooperation between the government departments, the inter-governmental cooperation in the process of issuing the policy is far from sufficient, leading to the imperfect content of the policy. Based on the theory of inter-government relations, combined with the investigation of seven public hospitals in Jiangsu Province, it is difficult to coordinate the reform of the internal and external pension insurance, and the cost sharing mechanism of the reform is not perfect. Complementary pension insurance reform on the basis of inconsistent and a number of vague policy points such as the lack of inter-government cooperation analysis, so as to set up the concept of inter-government cooperation, improve inter-government cooperation mechanism. Clear government responsibility and so on in order to break through the dilemma of reform, promote the policy landing.
