【摘要】:近幾年來,我國經(jīng)濟得到了長足的發(fā)展,不斷深化市場化改革,在此過程中,建筑業(yè)也在市場化運作中得到了長足的發(fā)展,讓施工企業(yè)的經(jīng)營有了較大的自主性。每個施工企業(yè)項目的完成都是基于質(zhì)量與安全得到保障的前提下,想盡一切辦法降低增效得實現(xiàn)企業(yè)利潤的最大化。這也是建筑企業(yè)在當前激烈競爭的市場環(huán)境下能夠生存的首要條件,是企業(yè)能夠獲得多的發(fā)展空間的前提條件。同時,在現(xiàn)代市場經(jīng)濟的大環(huán)境下,很多建筑施工企業(yè)是建筑綜合服務的提供者,其主要的業(yè)務范圍包括那建筑生產(chǎn)服務,設計、咨詢等活動。在發(fā)展過程中要順應企業(yè)成本管理的特點才有較好的發(fā)展,做好成本控制管理的有效方法是有符合行業(yè)特色的企業(yè)項目成本管理方法。 施工企業(yè)項目的成本控制,是指在建筑工程中,建筑施工企業(yè)監(jiān)督、調(diào)節(jié)和控制物料消耗、資源消耗、人力資源成本及其他相關(guān)費用開支等,即及時糾正已產(chǎn)生的問題,避免可能產(chǎn)生的問題,實現(xiàn)控制各項項目費用在成本預算內(nèi),以實現(xiàn)成本控制目標。其目標是采用合理、有效的降低項目成本的手段來提高經(jīng)濟效益。工程項目成本控制的管理對建筑施工企業(yè)來說作用巨大,是企業(yè)節(jié)流的主要內(nèi)容。施工企業(yè)項目成本控制的有效程度,將直接影響工程項目的盈利情況。 本文通過研究國內(nèi)外成本控制理論,分析了國內(nèi)外建筑施工企業(yè)成本控制情況,探討了現(xiàn)階段建筑施工企業(yè)成本控制存在的問題,并說明了有效解決這些問題的成本管理方法。本論文以濱河花苑房地產(chǎn)項目成本控制現(xiàn)狀為研究對象,深入的對濱河花苑房地產(chǎn)項目的成本控制相關(guān)問題及產(chǎn)生原因進行了分析,并在此基礎上提出完善A施工企業(yè)H房地產(chǎn)項目成本控制的對策。本文指出A施工企業(yè)H房地產(chǎn)項目成本控制不好的主要原因是管理人員思想上的不重視、管理體系的不健全、施工人員素質(zhì)的底下及對質(zhì)量和時間成本的忽視;要解決上述問題要求管理人員從思想上重視成本管理,從制度上保證成本管理,配備高素質(zhì)的施工管理人員并給以充分的授權(quán),嚴格控制質(zhì)量成本與工期成本。筆者認為,只有建立一個完善的成本管理組織機構(gòu),并建立以項目經(jīng)理為主的成本控制體系才能實現(xiàn)成本控制最優(yōu)化。 總之,施工企業(yè)項目成本控制與管理是一項復雜的系統(tǒng)工程,它需要多部門共同努力,細致把握項目工程的每一步環(huán)節(jié),是實現(xiàn)項目成本控制的有效途徑。通過企業(yè)合理改進成本控制方案,嚴格控制項目各環(huán)節(jié)中較難控制的成本環(huán)節(jié)等,才能達到項目成本控制預計目標的逐漸實現(xiàn)。
[Abstract]:In recent years, the economy of our country has got considerable development, deepening market reform, in this process, the construction industry is also in the operation of the market has been considerable development, make the construction of the business will have greater independence. Each project construction enterprises completed are based on quality and safety the protection of the premise, do everything possible to reduce the maximum efficiency to achieve profit. This is also the construction enterprises to survive the first condition in the current fierce competition in the market environment, is a prerequisite for enterprises to gain more space for development. At the same time, in the modern market economy environment, many construction companies are building integrated service provider, its business scope mainly includes the building design, production services, consulting and other activities. The characteristics in the development process to conform to the enterprise cost management have a good development, do The effective method of the good cost control management is the enterprise project cost management method which is in line with the industry characteristic.
Construction enterprise project cost control refers to the construction, supervision of construction enterprises, regulation and control of material consumption, the consumption of resources, human resources cost and other relevant expenses such as the correct problems in a timely manner, to avoid possible problems, realize the control of the project cost in the cost budget, to to achieve the goal of cost control. Its goal is to use reasonable and effective means to reduce the project cost and improve economic efficiency. The cost control of engineering project management plays an important role in the construction enterprise, is the main content of the enterprise. The throttle of construction enterprise project cost control effective degree, will directly affect the project profitability.
Through research on the cost control theory at home and abroad, analyzes the situation of cost control of construction enterprises at home and abroad, discusses the current construction enterprise cost control problems, and illustrates the effective cost management methods to solve these problems. This article takes the current situation of cost control del Garden real estate project as the research object, in-depth on the riverside Huayuan Real estate project cost control related problems and reasons are analyzed, and on this basis put forward countermeasures to improve the H A real estate project cost control of construction enterprises. The paper pointed out that the main reason for poor control of A construction enterprise H real estate project cost management is not attention to ideology, management system is not improve the quality of construction personnel, and under the neglect of quality and time cost; to solve these problems requires managers pay attention to cost management from the thought, from Ensure that the cost management system, construction management personnel with high quality and give full authority to strictly control the quality cost and time cost. The author believes that only the establishment of a comprehensivecost management organization and the project manager to establish the cost control system to realize the cost control optimization.
In short, cost control and management of construction enterprise project is a complicated system engineering, it needs many departments to work together, carefully grasp every step of link project, project implementation is the effective way to control the cost of enterprise. Through the reasonable improvement of cost control scheme, strictly control the cost of each link is difficult to link project control etc. in order to achieve the project cost control, and gradually achieve the expected goal.
