【摘要】：近年來，隨著石化能源大量使用，使不可再生的能源供給趨于緊張，同時，大量燃煤鍋爐使用、汽車尾氣的排放，造成了嚴(yán)重環(huán)境的污染，出現(xiàn)了大量的灰霾、霧霾天氣。為了改善天氣狀況、保護環(huán)境，國家提出要嚴(yán)格控制空氣中的PM2.5含量的指標(biāo)。生物質(zhì)能源作為新能源，越來越成為解決能源危機、改善環(huán)境狀況、替代石化能源的一種新思路。本文研究的中糧肇東生物質(zhì)發(fā)電項目是利用秸稈等生物質(zhì)原料生產(chǎn)燃料乙醇產(chǎn)生的廢棄物——木質(zhì)素發(fā)電的項目，它完全滿足利用廢棄物、使用生物質(zhì)為原料生產(chǎn)再生、環(huán)保產(chǎn)品的目的，是環(huán)保節(jié)能項目，它的成功能夠解決部分環(huán)境污染問題，具有重大的意義。該項目雖然在技術(shù)上取得了重大的突破，但是，該項目是一個全新的項目，在項目管理上沒有經(jīng)驗可以借鑒，尤其在成本管理上沒有成型的案例可循。從經(jīng)濟上進行評價，該項目只是微利項目，所以，成本管理的研究顯得更加重要。 本論文是通過對項目成本理論知識的理解，結(jié)合中糧生化能源（肇東）有限公司生物質(zhì)發(fā)電項目的實際情況，將項目成本管理的研究推向更高的層次，，拓展成本控制方向。本文首先對中糧生化能源（肇東）有限公司、中糧肇東生物質(zhì)發(fā)電項目進行了介紹。然后，通過對本案例的分析，總結(jié)了在該項目成本管理上存在的問題，尤其在研發(fā)、設(shè)計、建設(shè)三個階段存在的問題，如項目開發(fā)階段的研發(fā)成本控制問題、設(shè)計階段的設(shè)計成果的成本控制問題、建設(shè)階段的成本控制意識淡薄及成本計劃分解不細(xì)等問題。結(jié)合存在的問題進行分析，找出成本失控的原因，做到求根問底的目的。根據(jù)發(fā)現(xiàn)的問題、找出的原因，對該項目成本控制制定優(yōu)化方案，在研發(fā)、設(shè)計、建設(shè)三個階段進行改良，分別進行成本制度的優(yōu)化、成本計劃編制內(nèi)容的改進、成本控制體系的升級。最后，通過對中糧肇東生物質(zhì)發(fā)電項目的分析和總結(jié)，結(jié)合項目的實際調(diào)查，提出了一套針對該項目各階段的實施方案，運用各種理論方法設(shè)計出可操作性強、實用性好的成本管理與控制保障模板。中糧肇東生物質(zhì)發(fā)電項目在成本控制方面摸索出的一套行之有效的方法與技術(shù)，可為以后的相關(guān)木質(zhì)素類生物質(zhì)發(fā)電項目研究提供一定的指導(dǎo)意義。
[Abstract]:In recent years, with the large-scale use of fossil energy, the supply of non-renewable energy tends to be tight. At the same time, a large number of coal-fired boilers, vehicle exhaust emissions, causing serious environmental pollution, there is a large number of haze. Haze weather. In order to improve the weather conditions and protect the environment, the state proposes to strictly control the content of PM2.5 in the air. Biomass energy as a new energy, more and more become a solution to the energy crisis. In this paper, the biomass power generation project of COFCO Zhaodong is a project which uses straw and other biomass raw materials to produce fuel ethanol waste-lignin power generation project. It is fully satisfied with the use of waste, biomass as raw materials to produce renewable, environmental protection products, environmental protection and energy conservation projects, its success can solve part of the problem of environmental pollution. Although the project has made a major breakthrough in technology, but the project is a new project, there is no experience in project management can be used for reference. Especially in the cost management there is no case to follow. From the economic evaluation, the project is only a small profit project, so the study of cost management is more important. This paper is through the understanding of the project cost theory knowledge, combined with the actual situation of biomass power generation project of COFCO biochemical energy (Zhaodong) Co., Ltd. to project cost management research to a higher level. Expand the direction of cost control. Firstly, this paper introduces Cofco biochemical energy (Zhaodong) co., Ltd and Cofco Zhaodong biomass power generation project. Then, through the analysis of this case. This paper summarizes the existing problems in the project cost management, especially in the three stages of R & D, design and construction, such as R & D cost control in the project development phase. Design stage of the design results of the cost control problem, the construction phase of the weak awareness of cost control and cost plan decomposition problems. Combined with the existing problems to analyze to find out the reasons for cost out of control. According to the problems found out the reasons for the development of the project cost control optimization program in the research and development design construction three stages of improvement cost system optimization respectively. Cost planning content improvement, cost control system upgrade. Finally, through the analysis and summary of COFCO Zhaodong biomass power generation project, combined with the actual project investigation. Put forward a set of implementation plan for each stage of the project, using various theoretical methods to design a strong maneuverability. Practical cost management and control support template. COFCO Zhaodong biomass power generation project in cost control found out a set of effective methods and technologies. It can provide some guidance for the future research of lignin biomass power generation projects.
