【摘要】:隨著全球“一體化”經(jīng)濟(jì)的快速發(fā)展,中國實(shí)施“走出去”發(fā)展戰(zhàn)略步伐也在逐步加快。中鐵十局集團(tuán)有限公司(簡稱“中鐵十局”)作為國有大型建筑施工企業(yè)不負(fù)重任,秉承“追求卓越,勇于跨越”的開拓精神,成功力挺南美市場,在委內(nèi)瑞拉承攬了北部平原鐵路項目、礦石貿(mào)易項目以及FMO項目等。其中FMO項目是中鐵十局歷年承攬的海外項目中合同額最大的一個,管好FMO項目,成功控制FMO項目的成本支出,鑄造精品工程,豎立中鐵品牌,并以此為中心向周邊南美市場輻射,占有新的建設(shè)領(lǐng)域是中鐵十局重要的海外發(fā)展戰(zhàn)略。因此,如何開展并加強(qiáng)FMO項目成本控制管理對于中鐵十局踐行國家“走出去”發(fā)展戰(zhàn)略意義重大。本文以中鐵十局下屬委內(nèi)瑞拉分公司FMO項目成本控制問題為研究實(shí)際背景,對中鐵十局委內(nèi)瑞拉FMO項目開展深入的項目成本控制與管理研究,主要研究內(nèi)容如下:首先,基于項目管理理論,重點(diǎn)概述了項目成本理論、項目成本控制的內(nèi)容與方法,并分析了國際工程項目管理現(xiàn)狀。其次,在項目成本控制與管理理論概述基礎(chǔ)上,重點(diǎn)研究了中鐵十局委內(nèi)瑞拉FMO項目成本控制及風(fēng)險分析,深入分析對FMO項目所包括的工程設(shè)計、勞務(wù)用工、物資材料、施工機(jī)械、工程分包、通貨膨脹等成本管理要素及運(yùn)行現(xiàn)狀,發(fā)現(xiàn)成本管理控制存在的問題和面臨的風(fēng)險點(diǎn)。最后,基于項目成本控制與管理理論,針對FMO項目成本控制及風(fēng)險的深入分析,并結(jié)合委內(nèi)瑞拉的國情,從項目責(zé)任成本管理、委籍勞務(wù)用工管理、項目分包管理和物資設(shè)備管理等方面對FMO項目的成本進(jìn)行管控,優(yōu)化成本控制對策。本文通過對中鐵十局委內(nèi)瑞拉FMO項目開展深入的項目成本控制風(fēng)險研究并提出相應(yīng)對策,FMO項目部通過運(yùn)用成本控制策略,在經(jīng)濟(jì)效益、人才培養(yǎng)、企業(yè)形象、市場拓展等方面都取得了明顯成效,為我國加強(qiáng)項目管理尤其是海外項目管理提供了可資借鑒的經(jīng)驗(yàn)。
[Abstract]:With the rapid development of "integrated" economy in the world, the pace of China's implementation of "going out" development strategy is gradually accelerating. Ten Bureau of China Railway Group Limited (hereinafter referred to as the "Ten China Railway Bureau") as a large state-owned construction enterprises shall not bear responsibility, adhering to the "pursuit of excellence, the courage to leap" pioneering spirit, success behind the South American market in Venezuela, contracted the Northern Plains railway project, ore trade project and the FMO project. The FMO project is the amount of the contract ten Bureau of China Railway over contract overseas projects in one of the largest, manage FMO projects, successful control of FMO project cost, casting quality engineering, erection of railway brand, and as the center of radiation to the surrounding South American market share, new construction field is the ten Bureau of China Railway important overseas development strategy. Therefore, how to carry out and strengthen the cost control management of FMO project is of great significance for the ten Bureau of China Railway to carry out the development strategy of "going out" for the state. In this paper, China Railway ten Bureau Venezuela branch FMO project cost control problem as the research background, the research project cost control and management of China Railway ten Bureau of Venezuela FMO project, the main research contents are as follows: firstly, based on the theory of project management, summarizes the contents and methods of the theory of project cost, project cost control, and analysis of the current situation of international project management. Secondly, in the project cost control and management theory basis, focus on cost control and risk analysis of China Railway ten Bureau of Venezuela FMO project, in-depth analysis of the FMO project including engineering design, labor, materials, construction machinery, engineering subcontracting, inflation and other factors present situation and operation cost management, found problems of cost management and control of risks facing. Finally, the project cost control and management based on the theory, in-depth analysis for cost control and risk of FMO project, and combined with the Venezuelan national conditions, from the project responsibility cost management, membership management, commission labor subcontracting management and equipment management of the FMO project cost control, cost optimization and control countermeasures. In this paper, through in-depth study of cost control of the project risk and put forward the corresponding countermeasures of China Railway ten Bureau of Venezuela's FMO project, FMO project department through the use of cost control strategy, in economic benefits, personnel training, corporate image, market development has made remarkable achievements, in order to strengthen the project management of our country especially provides reference the experience of overseas project management.
