【摘要】：隨著金融在經(jīng)濟(jì)發(fā)展中地位的提升,金融安全也上升為各國(guó)的發(fā)展戰(zhàn)略。從近年來(lái)爆發(fā)的金融危機(jī)來(lái)看,"熱錢"作為強(qiáng)烈的逐利性極強(qiáng)的資本,起到了誘發(fā)并加劇金融危機(jī)的作用,從而威脅到一國(guó)的金融安全和政局穩(wěn)定。我國(guó)作為發(fā)展中國(guó)家,具有幣值升值預(yù)期等"熱錢"流入的基本條件,"熱錢"的大量流入,在增加我國(guó)外匯儲(chǔ)備的同時(shí),也加大了金融安全風(fēng)險(xiǎn)。解除"熱錢"的負(fù)面影響,必須對(duì)"熱錢"形成的原因和流入的渠道進(jìn)行科學(xué)的分析和準(zhǔn)確的判斷;必須保持人民幣幣值的相對(duì)穩(wěn)定和資金價(jià)格跟蹤國(guó)際資本平均價(jià)格,減緩"熱錢"流入動(dòng)力;必須從管理體制和力度上入手,構(gòu)筑"熱錢"流入的"防火墻";必須從科學(xué)使用"熱錢"著手,實(shí)現(xiàn)"熱錢""冷用","短錢"長(zhǎng)用,化弊為利;必須構(gòu)建風(fēng)險(xiǎn)管理機(jī)制,提高"熱錢"威脅金融安全的應(yīng)對(duì)能力,不斷增強(qiáng)抗金融風(fēng)險(xiǎn)的能力。這些都是亟待研究的課題。
[Abstract]:With the promotion of financial status in economic development, financial security has also become the development strategy of various countries. In view of the financial crisis that broke out in recent years, "hot money", as a strong profit-driven capital, has played the role of inducing and aggravating the financial crisis, thus threatening the financial security and political stability of a country. As a developing country, our country has the basic condition of "hot money" inflow, such as currency appreciation expectation and so on. The large amount of "hot money" inflow not only increases the foreign exchange reserve of our country, but also increases the risk of financial security. To relieve the negative influence of "hot money", it is necessary to make a scientific analysis and accurate judgment on the reasons for the formation of "hot money" and the channel of its inflow. It is necessary to keep the relative stability of RMB value and the capital price to track the average international capital price so as to slow down the driving force of the "hot money" inflow, and to construct the "firewall" of the "hot money" inflow from the management system and strength. We must start from the scientific use of "hot money", realize "hot money" cold use "," short money "long-term use, turn harm into good; It is necessary to construct risk management mechanism, improve the ability of "hot money" to threaten financial security, and strengthen the ability of resisting financial risk. These are urgent issues to be studied.
