【摘要】：小額信貸通過專門向中低收入群體提供持續(xù)的信貸服務(wù)并保持其自身可持續(xù)性實現(xiàn)其"普惠"的扶貧理念。本文試圖從組織體系、信貸理念、償還模式和效果評估等幾個方面闡釋玻利維亞、越南和土耳其3個國家小額信貸項目的運作機制,并從機制風(fēng)險、性別、社會平等以及社會網(wǎng)絡(luò)等方面分析了面臨的問題。本文認為,加強對公益小額信貸項目的支持、關(guān)注社會平等、強化績效監(jiān)督以及培育農(nóng)戶為主體的農(nóng)村金融體系是實現(xiàn)小額信貸扶貧理念得以實現(xiàn)的重要前提。
[Abstract]:Microfinance aims to achieve its "inclusive" poverty alleviation by providing sustainable credit services to low and middle income groups and maintaining its own sustainability. This paper attempts to explain the operational mechanism of microcredit projects in Bolivia, Vietnam and Turkey from the aspects of organization system, credit concept, repayment model and effectiveness evaluation, and from the mechanism risk, gender, etc. Social equality and social network and other aspects of the analysis of the problems faced. This paper holds that strengthening the support for public welfare microfinance projects, paying attention to social equality, strengthening performance supervision and fostering rural financial system with farmers as the main body are the important prerequisites to realize the idea of helping the poor by microfinance.
