深圳農(nóng)村商業(yè)銀行的改革研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)的不斷發(fā)展和新農(nóng)村建設(shè)的不斷推進(jìn),我國(guó)農(nóng)村發(fā)展日益增長(zhǎng)的資金需求與落后的農(nóng)村金融現(xiàn)狀之間的矛盾,已成為“三農(nóng)”問(wèn)題最主要的矛盾。筆者認(rèn)為解決這一問(wèn)題的根本性方案在于農(nóng)村金融的發(fā)展。在國(guó)有大型銀行紛紛退出縣域經(jīng)濟(jì),農(nóng)村信用社與農(nóng)業(yè)銀行發(fā)生行社脫鉤后,農(nóng)村信用社成為了我國(guó)農(nóng)村金融當(dāng)仁不讓的主力軍。獨(dú)具特色的“蘇南模式”、“天津模式”和“重慶模式”,開(kāi)啟了我國(guó)農(nóng)村信用社的改革之路。 本文從國(guó)內(nèi)外最新研究成果入手,著力對(duì)社區(qū)銀行,零售銀行,流程銀行還有省級(jí)聯(lián)社模式等幾個(gè)方面的文獻(xiàn)進(jìn)行分析與整理,探討農(nóng)信社改革的必要性和可行性。然后以深圳農(nóng)商行的發(fā)展與改革為案例,根據(jù)深圳農(nóng)商行的發(fā)展軌跡和其它社區(qū)零售銀行改革的成功經(jīng)驗(yàn),總結(jié)了我國(guó)農(nóng)村信用社發(fā)展的四種可行性路徑,試圖探討出一種適合不同路徑發(fā)展的農(nóng)信社改革之路。農(nóng)信社改革的四種不同路徑,本文命名為ACTI路徑選擇理論,其中A是alliance的縮寫(xiě)可以代表弱弱之間的聯(lián)合,主要是組建市級(jí)農(nóng)商行、省級(jí)農(nóng)商行、區(qū)域農(nóng)商行甚至全國(guó)農(nóng)商行,簡(jiǎn)譯為合縱;C是coalition的縮寫(xiě)可以代表強(qiáng)弱之間的聯(lián)合,主要是和城商行的聯(lián)合,簡(jiǎn)譯為連橫;T是transformation的縮寫(xiě)可以代表農(nóng)商行自身的轉(zhuǎn)型,打造社區(qū)零售銀行,以形式反作用于內(nèi)容,簡(jiǎn)譯為變革;I是innovation的縮寫(xiě)可以代表沿著當(dāng)前的路徑,通過(guò)不斷完善自身的產(chǎn)品和服務(wù)發(fā)展,以提升自己的內(nèi)容,打造現(xiàn)代化流程銀行,簡(jiǎn)譯為創(chuàng)新。 上述四種路徑選擇方法也可英譯為積極的行動(dòng)理論或是中譯為縱橫革新選擇理論。文章在分析完每一種路徑發(fā)展的可行性和優(yōu)缺點(diǎn)外,對(duì)我國(guó)農(nóng)信社的發(fā)展提供有力的參考依據(jù),以增強(qiáng)其可行性和普適性。在文章的最后,作者基于深圳農(nóng)商行社區(qū)零售銀行的實(shí)踐經(jīng)驗(yàn),提出我國(guó)農(nóng)信社改革的政策建議。
[Abstract]:With the development of our economy and the construction of new countryside, the contradiction between the increasing demand for funds and the backward rural financial situation has become the main contradiction of the "three rural" problems. I believe that the fundamental solution to this problem lies in the development of rural finance. After the large state-owned banks have withdrawn from the county economy and the rural credit cooperatives and the agricultural bank have decoupled, rural credit cooperatives have become the main force of our country's rural finance. The unique "Southern Jiangsu Model", "Tianjin Model" and "Chongqing Model" have opened the reform road of rural credit cooperatives in China. Starting with the latest research results at home and abroad, this paper analyzes and collates the literature on community banks, retail banks, process banks and provincial joint societies, and probes into the necessity and feasibility of the reform of rural credit cooperatives. Then taking the development and reform of the agricultural and commercial bank in Shenzhen as an example, according to the development track of the agricultural and commercial bank in Shenzhen and the successful experiences of other community retail banks, this paper summarizes four feasible paths for the development of rural credit cooperatives in China. This paper attempts to explore a suitable path for the reform of rural credit cooperatives. There are four different paths in the reform of rural credit cooperatives. This paper named ACTI path selection theory, in which A is the abbreviation of alliance, which can represent the combination of weak and weak. It mainly consists of the establishment of city level agricultural and commercial banks, provincial agricultural and commercial banks, regional agricultural and commercial banks and even national agricultural and commercial banks. The acronym of coalition is the combination of strong and weak, mainly with the city commercial bank. The abbreviation of transformation can represent the transformation of the agribusiness bank itself, build the community retail bank, and counteract the content with the form. The abbreviation of "innovation" can represent the development of its own products and services along the current path, in order to improve its content and create a modern process bank. The above four path selection methods can also be translated into positive action theory or horizontal innovation choice theory. Besides analyzing the feasibility, advantages and disadvantages of each path development, the paper provides a strong reference basis for the development of rural credit cooperatives in China, in order to enhance its feasibility and universality. At the end of the paper, based on the practical experience of the community retail bank of Shenzhen agribusiness bank, the author puts forward some policy suggestions on the reform of rural credit cooperatives in China.
