【摘要】：中國(guó)農(nóng)村金融經(jīng)過幾十年的發(fā)展,已經(jīng)有了煥然一新的面貌。而近幾年以廣西區(qū)百色市田東縣為代表的農(nóng)村金融改革試點(diǎn)縣(市)相繼試水使得我國(guó)的農(nóng)村金融發(fā)展進(jìn)入了新的階段。本文以百色市田東縣農(nóng)村金融改革試點(diǎn)為研究對(duì)象,梳理田東縣近幾年的發(fā)展歷程及各項(xiàng)改革措施,將其歸納為：一,搭建農(nóng)村金融服務(wù)平臺(tái)；二,完善農(nóng)村金融組織體系；三,創(chuàng)新農(nóng)村金融產(chǎn)品和服務(wù)；四,增大財(cái)稅支持力度,增強(qiáng)機(jī)構(gòu)支農(nóng)動(dòng)力；五,構(gòu)建示范性農(nóng)村金融信用體系；六,提升農(nóng)戶金融意識(shí),優(yōu)化金融生態(tài)環(huán)境。經(jīng)過四年多的開拓性改革,田東縣農(nóng)村金融和縣域經(jīng)濟(jì)均取得了不俗的成就：金融組織體系不斷完善,機(jī)構(gòu)數(shù)量和種類大幅增加,金融產(chǎn)品和服務(wù)持續(xù)創(chuàng)新,農(nóng)戶金融意識(shí)有了顯著提升,信貸規(guī)模擴(kuò)大,較好的滿足了農(nóng)戶和中小企業(yè)的信貸需求,進(jìn)而推動(dòng)田東縣生產(chǎn)總值跨越式增長(zhǎng),城鄉(xiāng)居民收入大幅增加,城鄉(xiāng)差距在一定程度上縮小。 但輝煌的成就背后仍有隱憂,田東縣農(nóng)村金融改革過程中暴露出如涉農(nóng)業(yè)務(wù)對(duì)金融機(jī)構(gòu)缺乏吸引力、金融改革成本過高、等問題都在一定程度上阻礙了農(nóng)村金融的進(jìn)一步發(fā)展,這既有涉農(nóng)業(yè)務(wù)本身存在的天然缺陷,也有行政體制機(jī)制造成的阻礙。要想在接下來的農(nóng)村金融改革過程中突破瓶頸、解決難題,必須本著實(shí)事求是、以市場(chǎng)為主的原則對(duì)當(dāng)前的部分改革政策給予調(diào)整,以促進(jìn)農(nóng)業(yè)走“高、精、�！睘楣ぷ髦攸c(diǎn),降低涉農(nóng)業(yè)務(wù)風(fēng)險(xiǎn),增強(qiáng)機(jī)構(gòu)內(nèi)生支農(nóng)動(dòng)力,輔以農(nóng)村金融生態(tài)環(huán)境的改善,削弱行政體制機(jī)制給農(nóng)村金融發(fā)展帶來的不利影響,才能使形成“金融發(fā)展和經(jīng)濟(jì)增長(zhǎng)”的良好循環(huán)。
[Abstract]:After decades of development, China's rural finance has taken on a new look. In recent years, the pilot counties (cities) of rural financial reform, represented by Tiandong County, Baise City, Guangxi, have been experimenting with the development of rural finance in our country into a new stage. This paper takes the rural financial reform pilot in Tiandong County of Baise City as the research object, combs the development course and various reform measures of Tiandong County in recent years, sums it up as follows: first, build the rural financial service platform; second, perfect the rural financial organization system; Third, innovate the rural financial products and services; fourth, increase the financial and tax support, strengthen the institutional support for agriculture; five, build a model rural financial credit system; sixthly, enhance the financial awareness of farmers, optimize the financial ecological environment. After more than four years of pioneering reform, both rural finance and county economy in Tiandong County have made remarkable achievements: the financial organization system has been continuously improved, the number and types of institutions have increased substantially, and financial products and services have been continuously innovated. Farmers' financial awareness has been significantly improved, and the scale of credit has expanded, which has better met the credit needs of farmers and small and medium-sized enterprises, thus promoting the great-leap-forward growth of the gross domestic product of Tiandong County, and the income of urban and rural residents has increased substantially. The gap between urban and rural areas narrowed to a certain extent. However, behind the brilliant achievements, there are still hidden worries. In the process of rural financial reform in Tiandong County, problems such as the lack of attraction of agriculture-related business to financial institutions, the high cost of financial reform, and other problems have to a certain extent hindered the further development of rural finance. This not only has the natural defect of the agricultural business itself, but also has the hindrance caused by the administrative system mechanism. In order to break through the bottleneck and solve the difficult problems in the next rural financial reform process, we must adjust some of the current reform policies based on the principle of seeking truth from facts and taking the market as the main principle, so as to promote agriculture to take "high, fine, and specialized" as the focus of its work. To reduce the risk of agriculture-related business, to strengthen the endogenous motivation to support agriculture, to improve the rural financial ecological environment, and to weaken the adverse effects of the administrative system and mechanism on the development of rural finance. Only then can form "the financial development and the economic growth" the good circulation.
