【摘要】：2013年中央一號文件再次聚焦“三農(nóng)”,這是繼2003年以來中央第十個(gè)以“三農(nóng)”為主題的一號文件,可見中央對三農(nóng)問題的重視。作為農(nóng)村經(jīng)濟(jì)的核心主體,金融機(jī)構(gòu)如何發(fā)揮自己的優(yōu)勢在改變農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)、提高農(nóng)民收入、促進(jìn)農(nóng)村經(jīng)濟(jì)增長中貢獻(xiàn)自己的一份力量,一直以來都是國內(nèi)外關(guān)注的話題。 國內(nèi)都是在宏觀層面上對農(nóng)村金融支農(nóng)進(jìn)行研究,主要表現(xiàn)為對我國農(nóng)村金融在支農(nóng)中存在的問題及解決對策進(jìn)行研究,缺乏在微觀層面上的具體分析。本文以某個(gè)具體縣——碭山縣為例來研究碭山縣農(nóng)信社在改革前后支農(nóng)效率的變化及有效程度。衡量碭山縣農(nóng)信社近年來支農(nóng)效率以及影響這些效率的因素,對碭山縣農(nóng)信社改革前后的支農(nóng)效果進(jìn)行研究具有重要的意義,對碭山縣農(nóng)信社以及全國其它類似碭山縣農(nóng)村經(jīng)濟(jì)的縣域農(nóng)信社都有很好的借鑒意義。 文章首先對農(nóng)村金融支農(nóng)的一些概念進(jìn)行了闡述,并通過農(nóng)村金融的理論來指導(dǎo)文章,接著介紹了碭山縣農(nóng)信社及碭山縣經(jīng)濟(jì)的基本情況并對碭山縣農(nóng)村金融的供給和需求進(jìn)行了詳細(xì)分析,然后利用DEA模型對碭山縣農(nóng)信社支農(nóng)效率進(jìn)行分析,TOBIT模型對影響支農(nóng)效率的因素進(jìn)行分析,最后提出提高農(nóng)信社支農(nóng)效率及碭山縣農(nóng)村金融整體水平的建議和政策。 本文實(shí)證部分首先是確定投入和產(chǎn)出指標(biāo),然后運(yùn)用DEA模型測度碭山縣農(nóng)信社支農(nóng)效率,DEA模型結(jié)果顯示：雖然1998年-2012年之間只有2012年碭山縣農(nóng)信社的支農(nóng)效率達(dá)到了有效狀態(tài),其他年份均為非有效狀態(tài),但是農(nóng)信社近年來支農(nóng)力度在逐漸增加,支農(nóng)效率也在逐漸提高,主要表現(xiàn)在技術(shù)效率和規(guī)模效率都有可提升的空間。接著運(yùn)用TOBIT模型分析了影響農(nóng)信社支農(nóng)低效率的因素,TOBIT實(shí)證結(jié)果表明：農(nóng)村經(jīng)濟(jì)的發(fā)展、農(nóng)信社的資產(chǎn)質(zhì)量以及農(nóng)信社支農(nóng)覆蓋面與支農(nóng)效率成正相關(guān)關(guān)系,儲(chǔ)蓄存款占比與支農(nóng)效率呈負(fù)相關(guān)關(guān)系。
[Abstract]:In 2013, the first document of the Central Committee once again focused on "agriculture, countryside and farmers", which was the 10th document with the theme of "agriculture, rural areas and farmers" as the theme of the Central Committee since 2003, which shows that the Central Committee attaches importance to the issue of agriculture, rural areas and farmers. As the core subject of rural economy, how to exert its advantages in changing the rural industrial structure, raising farmers' income and promoting rural economic growth has always been a topic of concern both at home and abroad. In China, the research on supporting agriculture in rural finance is carried out on the macro level, which is mainly manifested in the study of the problems and solutions of rural finance in supporting agriculture in China, and the lack of concrete analysis on the micro level. This paper takes a concrete county-Dangshan County as an example to study the change and effective degree of the agricultural support efficiency of the Dangshan Rural Credit Cooperative before and after the reform. It is of great significance to measure the agricultural support efficiency of Dangshan Rural Credit Cooperative in recent years and the factors that affect these efficiency, so it is of great significance to study the effect of supporting agriculture before and after the reform of Dangshan Rural Credit Cooperative. Dangshan County Rural Credit Cooperative and other similar Dangshan County rural economy county rural credit cooperatives have a good reference significance. Firstly, the paper expounds some concepts of supporting agriculture in rural finance, and guides the article through the theory of rural finance. Then it introduces the basic situation of Dangshan Rural Credit Cooperative and Dangshan County economy, and analyzes the supply and demand of Dangshan County's rural finance in detail. Then the DEA model is used to analyze the agricultural support efficiency of Dangshan Rural Credit Cooperative. Finally, the suggestions and policies to improve the agricultural support efficiency and the overall level of rural finance in Dangshan County are put forward. The empirical part of this paper is to determine the input and output indicators, and then use the DEA model to measure the agricultural efficiency of Dangshan Rural Credit Cooperative. The results show that: although between 1998 and 2012, only Dangshan County Rural Credit Cooperative's agricultural support efficiency reached an effective state between 1998 and 2012. The other years are all non-effective, but in recent years, the agricultural credit cooperatives have gradually increased their efforts to support agriculture, and the efficiency of agricultural support has been gradually improved, mainly in the technical efficiency and scale efficiency can be improved. Then using TOBIT model, the paper analyzes the factors that affect the low efficiency of supporting agriculture of RCCs. The empirical results show that: the development of rural economy, the quality of RCCs' assets and the coverage of RCCs' agricultural support are positively related to the efficiency of supporting agriculture. The proportion of savings deposits is negatively related to the efficiency of supporting agriculture.
