【摘要】：國(guó)際金融危機(jī)后,新興市場(chǎng)經(jīng)濟(jì)體面臨又一輪資本大規(guī)模流入。本文簡(jiǎn)要回顧了IMF對(duì)資本管制態(tài)度的轉(zhuǎn)變歷程,介紹了IMF最近提出的關(guān)于管理資本流入的政策框架的背景、主要內(nèi)容并對(duì)其進(jìn)行了點(diǎn)評(píng)。在此基礎(chǔ)上,文章提出了對(duì)我國(guó)管理跨境資金流入的幾點(diǎn)啟示:綜合采取各種措施積極應(yīng)對(duì)資金流入;合理運(yùn)用資本管制措施,兼顧資本流入收益、風(fēng)險(xiǎn)與管制成本;加快推進(jìn)國(guó)內(nèi)金融市場(chǎng)結(jié)構(gòu)性改革,增強(qiáng)對(duì)跨境資金的吸收能力。加強(qiáng)本外幣監(jiān)管政策協(xié)調(diào);加強(qiáng)對(duì)資金流出國(guó)的政策約束,實(shí)現(xiàn)跨境資金有序流動(dòng);加強(qiáng)新興市場(chǎng)國(guó)家之間的政策協(xié)調(diào)和信息共享。
[Abstract]:After the international financial crisis, emerging market economies are facing another round of massive capital inflows. This paper briefly reviews the changing process of IMF's attitude to capital control, introduces the background and main content of IMF's recent policy framework on managing capital inflow, and makes some comments on it. On this basis, the paper puts forward some enlightenments to our country's management of cross-border capital inflow: synthetically taking various measures to deal with capital inflow actively, making rational use of capital control measures, taking into account the income of capital inflow, risk and controlling cost; We will speed up the structural reform of the domestic financial market and enhance the ability to absorb cross-border funds. Strengthen the coordination of local and foreign currency regulatory policies; strengthen the policy constraints on the outflow countries to achieve cross-border orderly capital flow; strengthen policy coordination and information sharing among emerging market countries.
