技術(shù)獲取型ODI對中國制造業(yè)產(chǎn)業(yè)升級的影響研究

【摘要】:技術(shù)創(chuàng)新一直是困擾我國制造業(yè)發(fā)展的主要瓶頸,技術(shù)的落后讓中國制造業(yè)長期處于全球價值鏈中低端環(huán)節(jié)。中國制造業(yè)企業(yè)要實現(xiàn)自身的產(chǎn)業(yè)升級,提升在全球價值鏈中的地位,最關(guān)鍵的在于尋求制造技術(shù)的突破,提高中國制造的技術(shù)含量。由于目前我國制造業(yè)企業(yè)自身的研發(fā)實力、設備、人才等資源的局限,外部技術(shù)的獲取成為企業(yè)技術(shù)提升的重要手段。近幾年的研究發(fā)現(xiàn),在諸多外部技術(shù)獲取的途徑中,技術(shù)獲取型ODI成為發(fā)展中國家獲取國際先進技術(shù),打破產(chǎn)業(yè)發(fā)展技術(shù)瓶頸制約的較為理想的途徑。因此,研究我國制造業(yè)企業(yè)開展技術(shù)獲取型ODI對技術(shù)進步的影響這一問題,對于引導我國制造業(yè)更好地實現(xiàn)技術(shù)創(chuàng)新目標,促進產(chǎn)業(yè)的升級具有重要的意義。 本文主要采用定性與定量分析相結(jié)合的方法進行分析。首先,在對相關(guān)理論綜述的基礎上,分析了技術(shù)獲取型ODI對制造業(yè)產(chǎn)業(yè)升級的影響機理,包括兩個層次:一是技術(shù)獲取型ODI通過反向技術(shù)溢出效應促進母國制造業(yè)技術(shù)進步,二是技術(shù)的進步促進制造業(yè)產(chǎn)業(yè)的升級。針對機理分析的第二個層次,本文主要采用定性分析的方法,闡述技術(shù)進步對促進產(chǎn)業(yè)升級的重要作用。針對機理分析的第一個層次,本文采用了定量分析的方法,借鑒Coe和Helpman提出的國際RD溢出模型以及改進后的LP模型,構(gòu)建了新的逆向技術(shù)溢出模型,模型加入了多個溢出渠道,即進出口、外商直接投資和對外直接投資的RD溢出作為本文自變量,然后分析這些變量對于制造業(yè)全要素生產(chǎn)率的影響,這也是本文的創(chuàng)新點之一。實證分析結(jié)果發(fā)現(xiàn)通過技術(shù)獲取型ODI渠道產(chǎn)生的逆向技術(shù)溢出阻礙了制造業(yè)全要素生產(chǎn)率的提高,這與本文的預期相反。產(chǎn)生這一結(jié)果的原因,主要在于目前中國制造業(yè)開展技術(shù)獲取型ODI存在很多不足,制造業(yè)企業(yè)的技術(shù)嵌入和吸收能力不足等。最后,針對上述的不足,本文從企業(yè)和國家兩個層面提出了對策建議。
[Abstract]:Technological innovation has been the main bottleneck of the development of Chinese manufacturing industry. The backward technology has made the Chinese manufacturing industry in the low end of the global value chain for a long time. Chinese manufacturing enterprises want to achieve their own industrial upgrading. To improve the position in the global value chain, the most important thing is to seek for the breakthrough of manufacturing technology and to improve the technology content of Chinese manufacture, because of the R & D strength and equipment of Chinese manufacturing enterprises. Due to the limitation of talents and other resources, the acquisition of external technology has become an important means for enterprises to upgrade technology. In recent years, research has found that in many ways of external technology acquisition. Technology acquisition ODI has become an ideal way for developing countries to obtain international advanced technology and break the technological bottleneck of industrial development. It is of great significance to study the impact of technological acquisition ODI on technological progress in Chinese manufacturing enterprises. It is of great significance to guide our manufacturing industry to achieve better the goal of technological innovation and to promote the upgrading of industry. This paper mainly uses qualitative and quantitative analysis methods to analyze. Firstly, based on the review of relevant theories, this paper analyzes the impact mechanism of technology-acquired ODI on the upgrading of manufacturing industry. It includes two levels: one is that the technology acquisition ODI promotes the technology progress of the manufacturing industry through reverse technology spillover effect, the other is the technology progress to promote the upgrading of the manufacturing industry. This paper mainly uses the qualitative analysis method to expound the important role of technological progress in promoting industrial upgrading. In view of the first level of mechanism analysis, this paper adopts the method of quantitative analysis. Based on the international Rd spillover model proposed by Coe and Helpman and the improved LP model, a new reverse technology spillover model is constructed. The R D spillovers of FDI and OFDI are independent variables of this paper, and then analyze the impact of these variables on the total factor productivity of manufacturing. This is one of the innovations of this paper. Empirical analysis results show that the reverse technology spillover generated through the technology-acquired ODI channel hinders the improvement of total factor productivity of manufacturing industry. This is contrary to the expectation of this paper. The main reason for this result is that there are many shortcomings in the development of technology acquisition ODI in Chinese manufacturing industry at present, and the technology embedding and absorption capacity of manufacturing enterprises is insufficient. Finally. In view of the above deficiencies, this paper puts forward countermeasures and suggestions from the two levels of enterprise and country.
