城市商業(yè)銀行組織結(jié)構(gòu)變革研究

【摘要】:銀行業(yè)在一個國家的經(jīng)濟中占有重要地位,我國的銀行業(yè)體系龐大,特別是商業(yè)銀行不僅規(guī)模大而且呈現(xiàn)多樣性。根據(jù)我國銀行業(yè)監(jiān)督管理委員會的劃分方法,我國商業(yè)銀行體系由大型國有商業(yè)銀行、全國性股份制商業(yè)銀行、城市商業(yè)銀行和農(nóng)村商業(yè)銀行組成。 我國的大型商業(yè)銀行的股權(quán)改革始于2003年,相應(yīng)展開了組織結(jié)構(gòu)的改革。目前,我國的大型商業(yè)銀行都建立了了相對規(guī)范的組織結(jié)構(gòu),但也存在很多不足和問題,如前臺、中臺和后臺仍未完全分離、分支行業(yè)務(wù)重合度較高、委托代理鏈條過長等,致使“以客戶為中心,以市場為導(dǎo)向”的原則仍待體現(xiàn),,管理效率仍待提高,組織結(jié)構(gòu)仍待完善。這些問題同樣困擾著大型商業(yè)銀行的“學(xué)生”即城市商業(yè)銀行,嚴重影響了城市商業(yè)銀行的發(fā)展。而城商行作為我國銀行體系逐漸發(fā)展壯大的“第三梯隊”,對我國的金融結(jié)構(gòu)的影響力日益增大,其公司治理水平也亟待提高。總體來看,在組織結(jié)構(gòu)變革角度關(guān)于大型國有商業(yè)銀行的研究比較豐富,針對城市商業(yè)銀行組織結(jié)構(gòu)的變革研究相對較少,難以與其重要地位達成平衡。 本文在組織結(jié)構(gòu)相關(guān)理論的基礎(chǔ)之上,分析了商業(yè)銀行的組織結(jié)構(gòu)和組織結(jié)構(gòu)變革,分析了國外社區(qū)銀行的組織結(jié)構(gòu)模式,對典型城市商業(yè)銀行即北京銀行進行了深入探析。最后在城市商業(yè)銀行組織結(jié)構(gòu)變革現(xiàn)狀基礎(chǔ)之上針對城市商業(yè)銀行的特點闡述了城市商業(yè)銀行進行組織結(jié)構(gòu)變革需要遵循的原則和改革重點的相關(guān)建議,提出了關(guān)于城市商業(yè)銀行組織結(jié)構(gòu)建設(shè)的幾點展望,并提出了順利進行變革的配套舉措,期望對我國城市商業(yè)銀行組織結(jié)構(gòu)變革相關(guān)研究進行一定的補充,也對城市商業(yè)銀行管理效率提高和整體競爭力增強具有借鑒作用,從而提高中資銀行的整體競爭力。
[Abstract]:The banking industry plays an important role in the economy of a country. The banking system of our country is huge, especially the commercial banks are not only large in scale but also present diversity. According to the division method of the Banking Regulatory Commission of our country. China's commercial banking system consists of large state-owned commercial banks, national joint-stock commercial banks, urban commercial banks and rural commercial banks. The equity reform of large commercial banks in our country began in 2003, and the corresponding reform of the organizational structure has been carried out. At present, the large commercial banks of our country have established a relatively standard organizational structure. However, there are also many shortcomings and problems, such as the front desk, the central platform and the background are still not completely separated, the branch business overlap degree is high, the entrustment agent chain is too long, and so on, resulting in "customer-centered". The principle of market orientation still needs to be embodied, the management efficiency still needs to be improved, and the organizational structure is still to be perfected. These problems are also puzzling the students of the large commercial banks, that is, the city commercial banks. It has seriously affected the development of city commercial banks. As the third echelon of our country's banking system, the influence of city commercial banks on the financial structure of our country is increasing day by day. The level of corporate governance also needs to be improved. In general, the research on the large state-owned commercial banks is relatively rich in the perspective of organizational structure change, and the research on the changes of the organizational structure of urban commercial banks is relatively less. It is difficult to strike a balance with its importance. Based on the theory of organizational structure, this paper analyzes the organizational structure and organizational structure changes of commercial banks, and analyzes the organizational structure model of foreign community banks. At last, on the basis of the present situation of the reform of the organization structure of the city commercial bank, this paper expounds the characteristics of the city commercial bank to carry on the organization structure change. The principles to be followed and the relevant recommendations for reform priorities. This paper puts forward some prospects for the construction of the organizational structure of the city commercial banks, and puts forward some supporting measures for the smooth reform, which is expected to supplement the relevant research on the organizational structure changes of the city commercial banks in China. It can also be used for reference to improve the management efficiency and overall competitiveness of urban commercial banks, thereby improving the overall competitiveness of Chinese banks.
