【摘要】："堅(jiān)持依法治國(guó)首先要堅(jiān)持依憲治國(guó)",中國(guó)的憲法實(shí)施和憲法理論正受到前所未有的關(guān)注。由于公民普遍的憲法觀念還沒(méi)有真正形成,憲法的實(shí)施和監(jiān)督制度還不夠完善,中國(guó)的憲法權(quán)威還遠(yuǎn)遠(yuǎn)沒(méi)有樹(shù)立起來(lái)。有必要從政治民主的維度、法治秩序的維度、公共生活的維度、個(gè)人權(quán)利的維度以及后代人利益的維度,分析憲法的基本價(jià)值這樣一個(gè)時(shí)代話題,為中國(guó)最終走向"依憲治國(guó)",為公民憲法觀念的養(yǎng)成以及中國(guó)憲法文化的形成提供理論的支撐。憲法的生命在于實(shí)施,具有憲法精神的公民才能成為推動(dòng)憲法實(shí)施的偉大力量。
[Abstract]:"to uphold the rule of law, first of all, we must adhere to the rule of law." China's constitutional implementation and constitutional theory are receiving unprecedented attention. Since the general constitutional concept of citizens has not really been formed, the implementation and supervision system of the constitution is not perfect enough. China's constitutional authority is far from being established. It is necessary to look at the dimensions of political democracy, the order of the rule of law, the dimensions of public life, the dimensions of individual rights and the interests of future generations. The analysis of the basic value of the constitution is a topic of the times, which provides a theoretical support for the development of the concept of the constitution of citizens and the formation of the Chinese constitutional culture, and the life of the constitution lies in the implementation of the constitution. Only citizens with constitutional spirit can become a great force to promote the implementation of the Constitution.
