【摘要】：正黨的十八屆四中全會《決定》強調(diào)要健全憲法實施和監(jiān)督制度,將每年12月4日定為國家憲法日,提出建立憲法宣誓制度,"凡經(jīng)人大及其常委會選舉或者決定任命的國家工作人員正式就職時公開向憲法宣誓"。這是依憲治國的一項重要部署,也是憲法實施和監(jiān)督制度的一個重要舉措。憲法宣誓制度是指特定公職人員、尤其是選舉產(chǎn)生或者負(fù)有特殊使命的公職人員就職時,進行憲法宣誓,宣布遵守憲法和效忠國家的一種重要制度。特定
