【摘要】：因受立法缺陷、管理機(jī)構(gòu)缺位以及傳統(tǒng)社會觀念等因素的影響,我國對棄嬰的國家保護(hù)不足。因此,應(yīng)通過建立國家主導(dǎo)的棄嬰保護(hù)架構(gòu)、普遍建立"嬰兒安全島"、建立強(qiáng)制報(bào)告制度等途徑,推動以國家機(jī)關(guān)為主導(dǎo)的源頭治理、系統(tǒng)治理、綜合治理相結(jié)合的棄嬰保護(hù)工作,讓改革開放、社會發(fā)展成果惠及包括嬰兒在內(nèi)的全體人民。
[Abstract]:Due to the defects of legislation, the absence of management institutions and traditional social concepts, the national protection of abandoned infants in China is inadequate. Therefore, the establishment of a state-led framework for the protection of abandoned infants should be adopted. The establishment of a "safe island for infants" and the establishment of a mandatory reporting system are all ways to promote the work of protecting abandoned infants, which is based on the combination of state organs as the leading source, systematic management, and comprehensive management, so as to enable reform and opening up. The fruits of social development benefit all people, including infants.
