【摘要】：為將德拉威爾州建設(shè)成為區(qū)域性金融中心,該州制定了《金融中心發(fā)展法》來(lái)變革制度。通過(guò)放寬市場(chǎng)準(zhǔn)入條件、取消利率限制、降低運(yùn)營(yíng)要求、減少稅費(fèi)等措施,德拉威爾州的金融法制從管制變革為開(kāi)放、從安全的價(jià)值取向變革為效率的價(jià)值取向、從無(wú)比較優(yōu)勢(shì)變革為有比較優(yōu)勢(shì)。變革后的金融法制成功地將德拉威爾建設(shè)成了區(qū)域性金融中心。我國(guó)可以借鑒德拉威爾州金融法制變革的經(jīng)驗(yàn),通過(guò)中央層面制定專門(mén)的《區(qū)域性金融中心法》、地方層面出臺(tái)地方性法規(guī)來(lái)變革區(qū)域性金融中心的金融法制,使其更具比較優(yōu)勢(shì)。但應(yīng)注意的是,在我國(guó)現(xiàn)有的國(guó)情下,金融開(kāi)放應(yīng)適度、循序漸進(jìn),不可操之過(guò)急和過(guò)度開(kāi)放。
[Abstract]:To build Delaware into a regional financial center, the state enacted the Financial Center Development Act to reform the system. By relaxing market access conditions, lifting interest rate restrictions, lowering operational requirements, and reducing taxes and fees, Delaware's financial legal system has changed from regulatory change to openness, and from security value orientation to efficiency value orientation. Change from no comparative advantage to comparative advantage. The reformed financial legal system successfully built Delaville into a regional financial center. China can draw lessons from the experience of Delaware's financial legal system reform, formulate a special "Regional Financial Center Law" at the central level, and introduce local laws and regulations at the local level to reform the financial legal system of the regional financial centers. Make it have a comparative advantage. However, it should be noted that under the present situation of our country, financial opening should be moderate, step by step, and should not be too urgent and excessively open.
