【摘要】：正全面推進(jìn)依法治國是一個(gè)系統(tǒng)工程,在此過程中,必須高度重視提升黨員領(lǐng)導(dǎo)干部法治思維、法治方式的運(yùn)用能力問題。要實(shí)現(xiàn)這一目標(biāo),深入開展黨內(nèi)法制教育不可忽視。其中,強(qiáng)化黨員領(lǐng)導(dǎo)干部公民權(quán)利意識(shí),則是題中要義。一、黨員領(lǐng)導(dǎo)干部公民權(quán)利意識(shí)的理論蘊(yùn)涵及實(shí)踐意義公民權(quán)利是指為公民所擁有、為憲法和法律所保障的合法權(quán)利。公民權(quán)利意識(shí)主要指公民對(duì)公民權(quán)利的認(rèn)知、主張和要求。黨員領(lǐng)導(dǎo)干部的公民權(quán)利意識(shí)應(yīng)包括兩個(gè)方面:一是作為公民所應(yīng)有的
[Abstract]:It is a systematic project to promote the rule of law in a comprehensive way. In this process, it is necessary to attach great importance to improving the rule of law thinking and the application of the rule of law in the leading cadres of Party members. in ord to achieve this goal, that education of the legal system in the party should not be neglected. Among them, it is necessary to strengthen the awareness of the civil rights of the leading cadres in the Party members. 1. The theoretical implication and practical significance of the civil rights awareness of the Party members leading cadres refers to the legal rights guaranteed by the citizens and are guaranteed by the Constitution and the law. The consciousness of civil rights mainly refers to the cognition, the proposition and the request of the citizen to the citizen's rights.
