【摘要】：國(guó)家治理體系現(xiàn)代化意味著公權(quán)力運(yùn)行的制度化和規(guī)范化、民主化、法治、效率、協(xié)調(diào),地方立法承載并實(shí)現(xiàn)著這五個(gè)目標(biāo)。在地方立法中,地方性法規(guī)的制定程序較為復(fù)雜,地方政府規(guī)章的規(guī)范內(nèi)容有限;相對(duì)而言,以地方政府規(guī)章的形式承載了地方性法規(guī)內(nèi)容的先行先試類(lèi)規(guī)章,立法范圍廣泛、立法程序便捷,有助于治理體系現(xiàn)代化提升的五個(gè)目標(biāo)的實(shí)現(xiàn),應(yīng)當(dāng)成為未來(lái)地方治理主體進(jìn)行治理體系現(xiàn)代化提升的重要途徑。
[Abstract]:The modernization of the national governance system means the institutionalization and standardization of the operation of public power, democratization, rule of law, efficiency, coordination, and the carrying and realization of these five goals by local legislation. In the local legislation, the process of making local laws and regulations is more complicated, and the normative content of local government regulations is limited; relatively speaking, the local government regulations carry the pilot rules of local laws and regulations in the form of local government regulations, and the scope of legislation is wide. The convenient legislative procedure is helpful to the realization of the five goals of the modernization of the governance system and should be an important way for the local governance subject to upgrade the modernization of the governance system in the future.
