【摘要】：美國(guó)《總統(tǒng)經(jīng)濟(jì)報(bào)告》是聯(lián)邦政府關(guān)于經(jīng)濟(jì)形勢(shì)和宏觀經(jīng)濟(jì)目標(biāo)的分析與展望,闡述其國(guó)內(nèi)外經(jīng)濟(jì)政策的權(quán)威性報(bào)告。該報(bào)告的創(chuàng)立、提交、基本的內(nèi)容框架、宏觀經(jīng)濟(jì)目標(biāo)的確立、撰寫的組織保障、國(guó)會(huì)的審議程序等整個(gè)運(yùn)作過(guò)程都是由法律規(guī)定的。該報(bào)告是美國(guó)聯(lián)邦政府經(jīng)濟(jì)管理法制化的一個(gè)重要體現(xiàn)。本文以美國(guó)兩個(gè)重要的法律——《1946年就業(yè)法》和《1978年充分就業(yè)和平衡增長(zhǎng)法》為基礎(chǔ),對(duì)《總統(tǒng)經(jīng)濟(jì)報(bào)告》的法制化進(jìn)行探討,以期對(duì)我國(guó)依法實(shí)施和完善宏觀調(diào)控,堅(jiān)持依法治國(guó)、依法執(zhí)政、依法行政,促進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化有所啟示和借鑒。
[Abstract]:The Presidential Economic report of the United States is the federal government's analysis and outlook on the economic situation and macroeconomic objectives, and an authoritative report on its domestic and foreign economic policies. The establishment of macroeconomic objectives, the organizational guarantee of writing, The entire process of operation, such as congressional deliberation, is governed by law. The report is an important embodiment of the legalization of the federal government's economic management. This paper uses two important laws of the United States-the Employment Act of 1946 and the Employment Act of 1978. Division of Employment and balanced growth Act. This paper probes into the legalization of the President's Economic report in order to enlighten and draw lessons from the implementation and perfection of macro regulation and control according to law, to persist in governing the country according to law, to govern according to law, to administer according to law, and to promote the modernization of national governance system and governing ability.
