【摘要】：日本曾經(jīng)嚴(yán)格防范工商企業(yè)進(jìn)入農(nóng)業(yè)領(lǐng)域,堅(jiān)持以家庭為基礎(chǔ)、綜合農(nóng)協(xié)輔助的合作式農(nóng)業(yè)發(fā)展道路。自20世紀(jì)90年代初期開始階段性地放寬限制,從嚴(yán)格管制農(nóng)地流轉(zhuǎn)到逐步放寬,直至大力推動,不斷為工商企業(yè)投資農(nóng)業(yè)提供契機(jī)。尤其是2009年修訂《農(nóng)地法》,以及中央和地方政府出臺多種支持措施等多重因素推動下,工商企業(yè)進(jìn)入農(nóng)業(yè)領(lǐng)域的步伐加快,大型企業(yè)的數(shù)量呈現(xiàn)增加的趨勢。中日兩國農(nóng)業(yè)同為小規(guī)模家庭經(jīng)營,都面臨工商企業(yè)投資農(nóng)業(yè)的現(xiàn)實(shí)需求,在嚴(yán)格準(zhǔn)入機(jī)制、規(guī)范土地流轉(zhuǎn)、合理監(jiān)管企業(yè)用地、創(chuàng)新完善支持政策、強(qiáng)化人才與技術(shù)支撐方面,日本的實(shí)踐有著有益的啟發(fā)和借鑒。
[Abstract]:Japan has strictly prevented industrial and commercial enterprises from entering the field of agriculture, insisted on a family-based, comprehensive cooperative agricultural development road assisted by the Association of Agriculture. Since the beginning of 1990s, it has gradually relaxed restrictions. From strictly controlling the circulation of agricultural land to gradually relaxing it until it is vigorously promoted, it provides opportunities for industrial and commercial enterprises to invest in agriculture. In particular, the revision of the farmland Law in 2009 and the introduction of a variety of support measures by the central and local governments have been promoted by many factors. The pace of entry of industrial and commercial enterprises into the agricultural field has accelerated, and the number of large enterprises has shown an increasing trend. Agriculture in China and Japan is both small scale family operations, both facing the realistic demand of industrial and commercial enterprises to invest in agriculture, and in strict access mechanisms. To standardize land circulation, to supervise enterprise land reasonably, to innovate and perfect supporting policies, and to strengthen talents and technology support, Japan's practice is instructive and useful for reference.
