陽江市城鄉(xiāng)基礎(chǔ)教育均等化研究

【摘要】:基礎(chǔ)教育作為政府提供的一項(xiàng)重要公共產(chǎn)品,其均等化發(fā)展理念得到了廣泛的認(rèn)同;A(chǔ)教育想要均等化發(fā)展,核心是要滿足“教育公平”的內(nèi)涵,教育公平首先是接受教育機(jī)會(huì)的公平,其次是過程公平,再則是結(jié)果公平。然而現(xiàn)實(shí)當(dāng)中,要實(shí)現(xiàn)這樣全方位的均等化,顯然不是一件容易的事情,很多地方卻沒有達(dá)到這一目標(biāo),尤其是我國城鄉(xiāng)基礎(chǔ)教育領(lǐng)域,具有明顯的不均等特征。本文以廣東省陽江市為樣本,深入探討了基礎(chǔ)教育均等化在這樣一個(gè)具有典型性的地級(jí)市的實(shí)施情況。在分析過程中,首先從厘清教育均等化的相關(guān)概念和理論入手,為分析陽江市基礎(chǔ)教育均等化的問題提供理論依據(jù);然后通過搜集相關(guān)資料,系統(tǒng)地分析陽江市城鄉(xiāng)基礎(chǔ)教育均等化的現(xiàn)狀,并嘗試借助基礎(chǔ)教育均等化的相關(guān)理論和觀點(diǎn),探討現(xiàn)時(shí)陽江市城鄉(xiāng)基礎(chǔ)教育出現(xiàn)不均等的原因;在此基礎(chǔ)上,從促進(jìn)城鄉(xiāng)基礎(chǔ)教育均等化的政策體制入手,從政策支持,財(cái)政投入,硬件支持,師資建設(shè)等方面,為實(shí)現(xiàn)陽江市城鄉(xiāng)基礎(chǔ)教育均等化問題提出了具體措施和建議。通過分析可以看出,陽江市在城鄉(xiāng)基礎(chǔ)教育均等化方面總體上取得了一定成效,但仍存在政策的針對(duì)性和靈活性不足,均等化措施落實(shí)不力等問題,尤其在政府投入、教育資源管理等方面,城鄉(xiāng)教育存在較為明顯的非均衡性。政府應(yīng)當(dāng)重視城鄉(xiāng)教育均等化問題的落實(shí),切實(shí)調(diào)整相關(guān)政策,引導(dǎo)和促進(jìn)城鄉(xiāng)基礎(chǔ)教育均等化的實(shí)現(xiàn)。另一方面,陽江市作為我國的一個(gè)普通地級(jí)市,其城鄉(xiāng)基礎(chǔ)教育均等化所面臨的困境具有典型性。在推進(jìn)城鄉(xiāng)基礎(chǔ)教育均等化問題上,陽江市、廣東省乃至全國都存在一些共性問題,這就需要從廣東省、甚至國家層面加強(qiáng)制度設(shè)計(jì)、調(diào)整政策導(dǎo)向等,從而在實(shí)施城鄉(xiāng)基礎(chǔ)教育均等化問題上盡快取得實(shí)質(zhì)性突破。
[Abstract]:As an important public product provided by the government, basic education has been widely accepted. The core of the equalization development of basic education is to satisfy the connotation of "educational fairness", which is firstly the fairness of the opportunity of receiving education, secondly the fairness of the process, and then the fairness of the result. However, in reality, it is not an easy task to achieve such a comprehensive equalization, but many places have not reached this goal, especially in the field of basic education in urban and rural areas, with obvious characteristics of inequality. Taking Yangjiang City, Guangdong Province as a sample, this paper probes into the implementation of equalization of basic education in such a typical prefecture-level city. In the process of analysis, first of all, the related concepts and theories of equalization of education are clarified to provide theoretical basis for the analysis of equalization of basic education in Yangjiang. Then through collecting relevant data, systematically analyzing the status quo of equalization of urban and rural basic education in Yangjiang City, and trying to explore the causes of inequality in basic education in Yangjiang City with the help of relevant theories and viewpoints of equalization of basic education. On this basis, starting with the policy system to promote the equalization of urban and rural basic education, from the aspects of policy support, financial input, hardware support, teacher building, and so on, In order to realize the equalization of urban and rural basic education in Yangjiang City, some concrete measures and suggestions are put forward. Through the analysis, we can see that Yangjiang City has made some achievements in the aspect of equalization of urban and rural basic education, but there are still some problems, such as insufficient pertinence and flexibility of policy, poor implementation of equalization measures, etc., especially in government investment. Educational resources management and other aspects, urban and rural education has a more obvious imbalance. The government should pay attention to the implementation of the equalization of urban and rural education, adjust relevant policies and guide and promote the realization of the equalization of urban and rural basic education. On the other hand, as an ordinary prefectural city in our country, Yangjiang city faces a typical dilemma of equalization of urban and rural basic education. In promoting the equalization of urban and rural basic education, there are some common problems in Yangjiang City, Guangdong Province and even the whole country. This requires strengthening system design and adjusting policy guidance from the Guangdong Province and even the national level. Thus, the implementation of urban and rural basic education equalization as soon as possible to achieve substantive breakthroughs.
