我國中小學(xué)校園安全防控存在的問題及其完善對策

【摘要】:近年來,隨著校園社會化進程的加速,各種因素交織、疊加,學(xué)校這片“最后的凈土”也開始變得錯綜復(fù)雜起來。接連不斷的校園安全事故給中小學(xué)生帶來身心上的痛苦,給家庭帶來了沉重的經(jīng)濟和精神負(fù)擔(dān),擾亂了學(xué)校教書育人的正常秩序,阻礙了“和諧社會”的發(fā)展進程。因此,如何遏制校園安全事故的發(fā)生,為青少年的成才成長營造一個和諧的學(xué)習(xí)、生活環(huán)境,于國于民都是一件有著重要意義的大事。本文立足于完善中小學(xué)校園安全防控的對策性研究,運用比較分析的方法,通過學(xué)習(xí)和借鑒國外校園安全防控建設(shè)的經(jīng)驗,對完善我國中小學(xué)校園安全防控提出嘗試性的對策和建議。本文主要由五個部分組成:第一部分主要闡釋研究的背景及目前國內(nèi)外校園安全防控問題的研究現(xiàn)狀。第二部分對完善中小學(xué)校園安全防控問題進行理論分析,通過對“校園安全”、“校園安全防控”等基本概念的界定幫助筆者比較準(zhǔn)確的把握論文主題;其次,梳理了校園安全防控的相關(guān)理論,指出中小學(xué)校園安全防控建設(shè)具有為學(xué)生提供成長的安全環(huán)境、有利于構(gòu)建“和諧校園”和促進社會主義和諧社會建設(shè)的重要意義。第三部分主要對目前我國中小學(xué)校園安全防控取得的成效、存在的問題及存在問題的原因進行分析。通過梳理,一方面總結(jié)出我國中小學(xué)校園安全防控建設(shè)的已有成效:校園安全防控法規(guī)政策不斷出臺、相關(guān)制度逐步落實、基本形成防控組織體系、專項整治收效顯著。另一方面我國校園安全防控還存在法規(guī)體系不健全、協(xié)同網(wǎng)絡(luò)不順暢、信息反饋不及時、日常教育不到位的問題。透過這些問題可以看到其背后的原因在于校園安全防控意識薄弱、防控職責(zé)不明、防控投入有限以及防控監(jiān)管不力。第四部分通過梳理國外校園安全防控建設(shè)的主要措施,歸納了國外校園安全防控的主要經(jīng)驗:校園安全問題法制化、管理制度各具特色、重視校園安全教育和演練、倡導(dǎo)多元參與。在比較分析國內(nèi)外校園安全防控建設(shè)的相關(guān)措施后看到了我國與國外校園安全防控在校園安全立法、多元主體防控、安全教育落實、政府支持四個方面的差距。第五部分對完善我國中小學(xué)校園安全防控體系進行嘗試性的探索,從政府、學(xué)校、家庭和社會四個層面提出相應(yīng)的對策和建議:政府應(yīng)該從完善法規(guī)體系、加大資金投入、強化監(jiān)督力度和增強防控協(xié)作能力上做出努力。學(xué)校要嚴(yán)格落實安全管理措施、加強日常安全教育、提高應(yīng)對突發(fā)事故的能力。每個家庭要認(rèn)真履行監(jiān)護義務(wù),重視家庭安全教育。社會層面上可以充分發(fā)揮各類媒介的宣傳作用、積極引入社會組織參與,凝聚全社會的力量共同為校園安全防控建設(shè)出力。
[Abstract]:In recent years, with the acceleration of campus socialization process, various factors intertwined, superimposed, the school this "final land" also began to become intricate. One after another campus safety accidents bring physical and mental pain to primary and middle school students, bring heavy economic and spiritual burdens to families, disturb the normal order of teaching and educating people in schools, and hinder the development process of "harmonious society". Therefore, how to curb the occurrence of campus safety accidents and create a harmonious learning and living environment for the growth of young people is an important event of great significance to the country and the people. This paper is based on the countermeasure research of perfecting the campus safety prevention and control in primary and middle schools, applies the method of comparative analysis, through studying and drawing lessons from the experience of foreign campus safety prevention and control construction, Some tentative countermeasures and suggestions are put forward to improve the campus safety prevention and control in primary and secondary schools in China. This paper consists of five parts: the first part mainly explains the background of the research and the current situation of campus safety prevention and control at home and abroad. The second part is the theoretical analysis on the improvement of campus safety prevention and control in primary and secondary schools. By defining the basic concepts of "campus safety" and "campus safety prevention and control", the author can grasp the theme of the thesis more accurately. Secondly, combing the relevant theories of campus safety prevention and control, the author points out that the construction of campus safety prevention and control in primary and secondary schools has the important significance of providing a safe environment for students to grow up, helping to build a "harmonious campus" and promoting the construction of a harmonious socialist society. The third part mainly analyzes the achievements, problems and causes of campus safety prevention and control in primary and secondary schools. Through combing, on the one hand summed up the existing achievements of campus safety prevention and control construction in China: campus safety prevention and control laws and regulations continue to be issued, related systems gradually implemented, the basic form of prevention and control organization system, the special regulation has achieved remarkable results. On the other hand, there are still some problems in campus safety prevention and control in our country, such as imperfect legal system, unsmooth cooperative network, untimely information feedback and inadequate daily education. Through these problems, we can see that the reasons behind these problems are the weak awareness of campus safety prevention and control, the unclear duty of prevention and control, the limited investment in prevention and control, and the weak supervision and control of prevention and control. The fourth part summarizes the main experiences of campus safety prevention and control in foreign countries by combing the main measures of campus safety prevention and control construction abroad: the campus safety issues are legalized, the management system has its own characteristics, and it attaches importance to campus safety education and exercise. Advocate multiple participation. After comparing and analyzing the relative measures of campus safety prevention and control construction at home and abroad, this paper finds out the gap between our country and foreign campus safety prevention and control in campus safety legislation, multi-subject prevention and control, safety education implementation, and government support. In the fifth part, the author tries to explore the system of campus safety prevention and control in primary and secondary schools in China, and puts forward the corresponding countermeasures and suggestions from four levels of government, school, family and society: the government should improve the legal system and increase the investment of funds. Strengthen supervision and strengthen the ability of prevention and control to make efforts. Schools should strictly implement safety management measures, strengthen daily safety education, and improve their ability to deal with emergencies. Every family should conscientiously fulfill the duty of guardianship and attach importance to family safety education. On the social level, we can give full play to the propaganda role of all kinds of media, actively introduce the participation of social organizations, and unite the strength of the whole society to contribute to the construction of campus safety prevention and control.
