【摘要】：自1996年《關(guān)于“九五”期間加強(qiáng)中小學(xué)教師隊伍建設(shè)的意見》中提出“要積極進(jìn)行教師定期交流”以來,國家立足于優(yōu)化教師資源,促進(jìn)義務(wù)教育均衡發(fā)展,出臺了一系列有關(guān)教師交流的政策法規(guī),日益完善、細(xì)化教師交流制度。各級地方政府和教育行政部門也逐漸意識到實施教師交流勢在必行,紛紛響應(yīng)國家號召,開始進(jìn)行教師交流的探索和實踐,取得了一定的成效,積累了許多成功的經(jīng)驗。但從整體來看,全國各地開展教師交流活動進(jìn)展不一,開展情況也不容樂觀。如何有效推動教師交流的開展,保證縣域內(nèi)優(yōu)秀師資的均衡,依舊是各級政府和教育行政部門需要著力破解的難題。本研究以義務(wù)教育均衡發(fā)展為研究背景,將河北省作為研究基地,試圖構(gòu)建出適合在縣域內(nèi)開展義務(wù)教育教師交流的模式,一方面豐富當(dāng)前“教師交流模式”研究的理論,另一方面促進(jìn)縣域內(nèi)義務(wù)教育教師交流的有效開展。本研究主要采用的是理論研究法和調(diào)查研究法。研究首先對“教師交流”“模式”“教師交流模式”等核心概念進(jìn)行了界定,對已有的“教師交流”“教師交流模式”等相關(guān)研究做了梳理,并整理出國家有關(guān)教師交流的政策及河北省有關(guān)教師交流的政策。其次對整理出的國家和河北省的相關(guān)政策分別進(jìn)行了文本分析。然后在此基礎(chǔ)上結(jié)合政策文本以及通過訪談法收集到的材料,以模式的六個維度:理念、方法論、內(nèi)容、程序、工具、制度為切入點構(gòu)建出縣域義務(wù)教育教師交流模式,并對構(gòu)建出的教師交流模式進(jìn)行現(xiàn)實檢驗,深入了解義務(wù)教育階段校長和教師對構(gòu)建出的教師交流模式有何看法及建議,據(jù)此對教師交流模式進(jìn)行調(diào)整和完善。
[Abstract]:Since 1996, when the opinions on strengthening the construction of teachers' ranks in primary and secondary schools were put forward in 1996, "it is necessary to actively carry out regular teacher exchanges," the state has been based on optimizing teachers' resources and promoting the balanced development of compulsory education. Issued a series of policies and regulations on teacher exchange, increasingly perfect, refinement of teacher exchange system. Local governments and educational administrative departments at all levels have gradually realized that it is imperative to carry out teacher exchanges. In response to the call of the state, they have begun to explore and practice teacher exchanges, and have achieved certain results and accumulated many successful experiences. However, from the overall point of view, the development of teacher exchanges across the country vary, and the situation is not optimistic. How to effectively promote the development of teacher exchanges and ensure the balance of excellent teachers in the county is still a difficult problem that governments and educational administrative departments at all levels need to work hard to solve. This research takes the balanced development of compulsory education as the research background, takes Hebei Province as the research base, tries to construct the suitable mode of teacher exchange in the county, on the one hand, it enriches the theory of the current "teacher exchange mode". On the other hand, to promote the effective exchange of compulsory education teachers in the county. This research mainly adopts the theory research method and the investigation research method. The research first defines the core concepts such as "teacher exchange", "mode", "mode of teacher exchange" and so on, and combs the related studies such as "teacher exchange" and "teacher exchange mode". And sort out the national teacher exchange policy and Hebei Province about teacher exchange policy. Secondly, the relevant policies of the country and Hebei Province are analyzed respectively. Then combining the policy text and the materials collected through the interview method, the author constructs a county compulsory education teacher exchange mode with six dimensions of the model: idea, methodology, content, procedure, tools and system. Finally, the author makes a realistic test of the teacher communication model, and makes a thorough understanding of the views and suggestions of the principals and teachers on the teacher exchange model in the compulsory education stage, and then adjusts and perfects the teacher exchange mode.
