京滬中小學(xué)教師隊伍建設(shè)經(jīng)驗及其對廣州的啟示

【摘要】:通過比較發(fā)現(xiàn),廣州市中小學(xué)專任教師總量不足,高學(xué)歷、高職稱比例偏低。京滬穗三市把生師比、學(xué)歷等納入了教育規(guī)劃綱要,京滬兩市還構(gòu)建了相對完善的教師隊伍建設(shè)政策文本體系和政策執(zhí)行機制,并以督政為重點,加強對教育規(guī)劃綱要實施情況的監(jiān)督考核,促進(jìn)了規(guī)劃目標(biāo)的達(dá)成;廣州市由于缺乏市本級的督導(dǎo)評估指標(biāo)體系,降低了政策的實施效果。建議廣州市健全教師隊伍建設(shè)政策體系;加大財政投入,優(yōu)化投入結(jié)構(gòu),重點傾斜教師待遇保障,以及鄉(xiāng)村教師、民辦教師隊伍建設(shè);以教師編制改革、教師準(zhǔn)入制度健全、激勵政策的系統(tǒng)構(gòu)建、領(lǐng)軍人才隊伍建設(shè)為抓手,深化人事制度改革;重視對政策實施過程的組織協(xié)調(diào)、監(jiān)督評估、宣傳調(diào)整、獎勵問責(zé)等機制建設(shè);健全決策咨詢機制,提高教師隊伍建設(shè)政策決策的科學(xué)化、民主化、專業(yè)化水平。
[Abstract]:It is found that the total number of full-time teachers in primary and secondary schools in Guangzhou is insufficient, the proportion of high professional titles is low. The three stock markets of Beijing, Shanghai and Guangzhou have incorporated the ratio of students to teachers and education qualifications into the outline of education planning. The two stock markets have also constructed a relatively perfect policy text system and policy implementation mechanism for the construction of the contingent of teachers, with the emphasis on the administration of government. To strengthen the supervision and assessment of the implementation of the educational planning outline, to promote the achievement of the planning goals, and to reduce the effect of the implementation of the policy because of the lack of an index system of supervision and evaluation at the municipal level in Guangzhou. It is suggested that Guangzhou should improve the policy system of teachers' construction, increase financial input, optimize the structure of input, focus on the protection of teachers' treatment, and build a contingent of rural teachers and private teachers. The systematic construction of the incentive policy, the construction of the leading personnel force, the deepening of the reform of the personnel system, the emphasis on the organization and coordination of the policy implementation process, the supervision and evaluation, the promotion and adjustment, and the encouragement and accountability mechanism, and the improvement of the decision-making consultation mechanism, We should improve the scientific, democratic and professional level of policy decisions in the construction of teachers' ranks.
