【摘要】：20世紀90年代以來,教育在國際競爭和經(jīng)濟發(fā)展中的作用越發(fā)重要,各國均將教育置于戰(zhàn)略發(fā)展的高度,紛紛制定教育政策,推行教育改革,基礎(chǔ)教育更是其重點。我國也緊跟世界潮流,不斷進行基礎(chǔ)教育改革,在取得成績的同時,基礎(chǔ)教育政策制定與落實方面也存在許多不盡人意的地方,直接影響了我國基礎(chǔ)教育的發(fā)展。而美國聯(lián)邦政府在這一方面發(fā)展較早,在克林頓和小布什政府時期,更是取得了突出的成績。其將基礎(chǔ)教育置于優(yōu)先發(fā)展地位,克服黨派政見差異,發(fā)揮社會力量,在不同的社會歷史背景下,緊緊圍繞公平與優(yōu)異兩方面對基礎(chǔ)教育政策進行調(diào)整、修改與完善,使得美國基礎(chǔ)教育政策具有連貫性和互補性,從而保證美國基礎(chǔ)教育進行持續(xù)深入地改革,促使教育水平大幅度提高。通過對1993-2009年間美國聯(lián)邦政府基礎(chǔ)教育政策進行論述和研究,以茲為我國基礎(chǔ)教育發(fā)展提供有益借鑒。文章共分為五大部分：第一部分探討了克林頓政府時期基礎(chǔ)教育政策出臺的歷史背景,重點解析了基礎(chǔ)教育政策的具體內(nèi)容、實踐措施及其意義。第二部分論述了小布什政府時期基礎(chǔ)教育政策出臺的時代背景和主要內(nèi)容,著重分析了NCLB法案的出臺、內(nèi)容、實施與問題。第三部分對上述兩屆政府基礎(chǔ)教育政策內(nèi)容和實踐措施進行了分析和比較,認為盡管黨派和政治理念不同,但兩者在改革基礎(chǔ)教育、解決基礎(chǔ)教育問題和實現(xiàn)美國基礎(chǔ)教育目標方面存在著一致性。他們確定了國家教育標準,倡導績效責任,促進學校改革,重視基礎(chǔ)教育質(zhì)量的提高,同時關(guān)注教育公平,補助處境不利學生群體,確保所有兒童都能夠享受優(yōu)質(zhì)教育。第四部分對美國聯(lián)邦政府基礎(chǔ)教育政策的實施情況進行了綜合論述和評價。在兩屆政府的努力下,美國聯(lián)邦政府基礎(chǔ)教育政策對美國基礎(chǔ)教育改革實踐和基礎(chǔ)教育發(fā)展進程發(fā)揮了重要的作用,取得了顯著的成效。但由于一些因素的制約,美國基礎(chǔ)教育政策的實施仍然存在許多困境和挑戰(zhàn)。第五部分縱觀美國聯(lián)邦政府基礎(chǔ)教育政策的發(fā)展歷程和實施成效,結(jié)合我國基礎(chǔ)教育存在的問題和政策實施特點,闡明美國基礎(chǔ)教育政策對我國基礎(chǔ)教育發(fā)展的啟示作用。
[Abstract]:Since 1990s, the role of education in international competition and economic development has become more and more important. Basic education is even more important. Our country also keeps up with the world trend and continues to carry out basic education reform. At the same time, there are many unsatisfactory aspects in the formulation and implementation of basic education policies. It has a direct impact on the development of basic education in our country. The United States Federal Government developed earlier in this respect, and during the Clinton and Bush administrations, it made outstanding achievements. It gave priority to the development of basic education. To overcome the political differences among parties, to bring social forces into play, and to adjust, revise and perfect the basic education policy closely around the two aspects of fairness and excellence in different social and historical backgrounds. The policy of basic education in the United States is consistent and complementary, so as to ensure that the basic education in the United States is continuously and deeply reformed. Through the discussion and research on the basic education policy of the United States Federal Government during the period 1993-2009, The article is divided into five parts: the first part discusses the historical background of the basic education policy during the Clinton administration, focusing on the analysis of the specific content of the basic education policy. The second part discusses the background and main contents of the basic education policy in the Bush administration, and emphatically analyzes the introduction and content of the NCLB Act. The third part analyzes and compares the contents and practical measures of the above two governments' basic education policies and measures, and points out that although the parties and political ideas are different, the two governments are reforming basic education. There is consistency in solving basic education problems and achieving basic education goals in the United States. They define national education standards, advocate accountability for performance, promote school reform, focus on improving the quality of basic education, and pay attention to education equity. Subsidizing disadvantaged groups of students and ensuring that all children have access to quality education. Part 4th provides a comprehensive account and evaluation of the implementation of the basic education policy of the United States Federal Government. The basic education policy of the United States Federal Government has played an important role in the practice of basic education reform and the development of basic education in the United States, and has achieved remarkable results. However, due to the constraints of some factors, There are still many difficulties and challenges in the implementation of the basic education policy of the United States. 5th part of the review of the development of the basic education policy of the United States federal government and implementation results, combined with the problems and policy implementation characteristics of basic education in China. This paper expounds the enlightening effect of American basic education policy on the development of our country's basic education.
