江蘇省普通中學(xué)體育法規(guī)政策執(zhí)行力狀況研究

【摘要】:學(xué)校體育法規(guī)政策執(zhí)行不力是制約我國學(xué)校體育工作開展的重要因素,研究學(xué)校體育法規(guī)政策執(zhí)行力,對于促進我國學(xué)校體育工作的順利開展進而提升青少年體質(zhì)健康具有較好的理論和現(xiàn)實意義。本文運用文獻資料法、問卷調(diào)查法、實地考察法、數(shù)理統(tǒng)計法等研究方法,對江蘇省普通中學(xué)體育法規(guī)政策執(zhí)行力狀況進行研究。在調(diào)查基礎(chǔ)上,結(jié)合學(xué)校體育政策執(zhí)行力評價指標(biāo)體系和評估方法對江蘇省普通中學(xué)體育法規(guī)政策執(zhí)行力進行了評價;結(jié)合組織理論、政策執(zhí)行理論等對其法規(guī)政策執(zhí)行力存在的問題及其原因進行探討,并針對問題提出提升江蘇省普通中學(xué)體育法規(guī)政策執(zhí)行力的對策及建議,旨在為提升江蘇省普通中學(xué)體育法規(guī)政策執(zhí)行力,改進其法規(guī)政策執(zhí)行力存在的問題,進而為完善學(xué)校體育工作提供參考,F(xiàn)階段,江蘇省普通中學(xué)具備較好的體育法規(guī)政策執(zhí)行能力和效力,但也存在一定的問題,具體如下:(1)學(xué)校主管體育的領(lǐng)導(dǎo)和體育教師對學(xué)校體育法規(guī)政策深層認(rèn)知不足。(2)學(xué)校內(nèi)外組織缺乏合理有效的學(xué)校體育法規(guī)政策執(zhí)行力監(jiān)督評價機制,監(jiān)督評價表面化、形式化;學(xué)校體育法規(guī)政策信息傳遞和反饋渠道不通暢,信息利用率不高。(3)部分學(xué)校體育法規(guī)政策存在過于原則化,內(nèi)容不清晰,目標(biāo)不明確的問題。(4)學(xué)校體育法規(guī)政策執(zhí)行資源與環(huán)境存在不足,主要表現(xiàn)在體育經(jīng)費不足,體育場地器材設(shè)施相對匱乏的情況。(5)學(xué)校體育法規(guī)政策執(zhí)行文化環(huán)境被忽視。參考建議如下:(1)采用獎勵機制提高執(zhí)行主體對學(xué)校體育法規(guī)政策的認(rèn)可度,提升其執(zhí)行學(xué)校體育法規(guī)政策的積極性。(2)各級行政部門加強對學(xué)校體育法規(guī)政策執(zhí)行力的監(jiān)督評價機制。(3)加強學(xué)校體育法規(guī)政策的理論研究,推動法規(guī)政策中存在問題的及時修正;加強基層學(xué)校組織對法規(guī)政策細化的職能。(4)加大對學(xué)校體育法規(guī)政策執(zhí)行資源的合理投入,學(xué)校主動開發(fā)資源并保證資源合理有效的利用。(5)提高校園體育文化建設(shè),為學(xué)校體育法規(guī)政策執(zhí)行文化創(chuàng)造條件,進而提升學(xué)校體育法規(guī)政策執(zhí)行效力。
[Abstract]:The school sports policy execution is an important factor restricting the school sports work carried out in our country, the implementation of the policy research school sports laws and regulations, has a good theoretical and practical significance to promote our school sports work smoothly and improve the physical health of young people. This article uses the literature method, questionnaire survey method, field survey method, research the methods of mathematical statistics, the execution status of sports law of general secondary schools in Jiangsu province. Based on the survey, to evaluate the physical laws of general secondary schools in Jiangsu province policy execution combined with the executive power of school's sports policy evaluation index system and evaluation method; combined with the organization theory, discusses the execution of the policies and regulations the problems of policy implementation theory and its reasons, and puts forward improving the executive force of sports laws and policies of Jiangsu Province ordinary high school The countermeasures and suggestions, so as to enhance the execution of ordinary middle school sports laws and policies in Jiangsu Province, improve the policy execution problems, and to provide reference for the improvement of the school sports work. At this stage, the ordinary middle school of Jiangsu province have the ability and effectiveness of implementation of sports policy and regulations, but there are also some problems, as follows (1): Director of sports school leaders and sports teachers lack of school sports policy. (2) deep cognitive organization and outside the school lack of reasonable and effective school sports policy execution supervision and evaluation mechanism, supervision and evaluation of the surface and form of school sports policy; transmission of information and the feedback channel is not smooth, the utilization rate of information not high. (3) part of the school sports policies and regulations are too principle, the content is not clear, the goal is not clear the problem. (4) resources and implementation of school sports policy Environmental problems, mainly in the sports funds, sports equipment and facilities is relatively scarce. (5) the implementation of environmental culture of school sports policy ignored. Suggestions are as follows: (1) the use of incentive mechanism to improve the recognition of the executive body of the school sports policy, improve the enthusiasm of the implementation of school sports policy. (2) administrative departments at all levels to strengthen supervision and evaluation mechanism of the executive power of school sports policy. (3) to strengthen the theoretical research of school sports policy, to promote the timely repair the problems of regulations and policies; to strengthen the functions of the primary school organization of policy refinement. (4) increase the reasonable investment of resources for implementation the school sports policy, school development and the use of resources to ensure active resources reasonably and effectively. (5) to improve the construction of campus sports culture, created for the executive culture of school sports policy Conditions, and then promote the effectiveness of the school sports regulations and policies.
