【摘要】：作為社會發(fā)展的重要動力,科學技術在給人類帶來豐富物質(zhì)財富的同時,也產(chǎn)生巨大的技術風險。技術風險是人類為了滿足自身需求,運用能夠反映客觀規(guī)律的知識體系創(chuàng)造財富和改造世界過程中可能出現(xiàn)的不良影響。大數(shù)據(jù)是科學技術發(fā)展的重要表現(xiàn),隨著大數(shù)據(jù)時代的來臨,數(shù)據(jù)風險越來越引起人們的關注。所謂大數(shù)據(jù)是指需要新處理模式才能具有更強的決策力、洞察力和流程優(yōu)化能力的海量、高增長率和多樣化的信息資產(chǎn)。大數(shù)據(jù)具有4個顯著特點,即容量(volume)、多樣性(variety)、速度(velocity)和價值(value)(1)。大數(shù)據(jù)發(fā)展中,由于數(shù)據(jù)的來源失真、數(shù)據(jù)采集失實、數(shù)據(jù)存儲失控、數(shù)據(jù)管理失效和數(shù)據(jù)應用失序等原因,由此產(chǎn)生大量技術風險。為有效規(guī)避大數(shù)據(jù)發(fā)展中的技術風險,必須樹立風險意識,遵守數(shù)據(jù)倫理,不斷提升數(shù)據(jù)素養(yǎng);加強制度建設,加快立法步伐,強化政府和企業(yè)數(shù)據(jù)保護合作,依法保護數(shù)據(jù)所有者、管理人員和用戶數(shù)據(jù)合法權益;不斷提升技術水平,進一步規(guī)范數(shù)據(jù)收集、貯存和使用,提高管理水平;搭建合作平臺,適應全球化潮流,加強各領域的合作與交流,有效規(guī)避風險;做好大數(shù)據(jù)社會保障方案的頂層設計,建立大數(shù)據(jù)時代的技術風險預警機制,不斷弱化技術風險危害。
[Abstract]:As an important driving force of social development, science and technology not only bring rich material wealth to human beings, but also produce huge technological risks. Technological risk is the adverse influence that may occur in the process of creating wealth and transforming the world by using the knowledge system which can reflect the objective law in order to meet the needs of human beings. Big data is an important manifestation of the development of science and technology. With the advent of the era of big data, data risk has attracted more and more attention. The so-called big data refers to the massive, high growth rate and diversified information assets that require a new processing model to have greater decision-making power, insight and process optimization capabilities. Big data has four remarkable characteristics, namely, capacity volume, diversity, velocity and value. In the development of big data, there are a lot of technical risks due to the data source distortion, data acquisition mismatch, data storage out of control, data management failure and data application disorder. In order to effectively avoid the technical risk in the development of big data, we must set up risk awareness, abide by data ethics, constantly improve data literacy, strengthen the system construction, accelerate the pace of legislation, and strengthen the cooperation between government and enterprise in data protection. To protect the legitimate rights and interests of data owners, managers and users in accordance with the law; to continuously upgrade the technical level, further standardize the collection, storage and use of data, and improve the level of management; and build a cooperative platform to adapt to the trend of globalization, Strengthen the cooperation and exchange in various fields, effectively avoid risks, do a good job of the top level design of big data social security scheme, establish the early warning mechanism of technical risk in the big data era, and constantly weaken the technical risk hazards.
