【摘要】：人類文明史已經(jīng)證實(shí),社會(huì)發(fā)展始終是和代價(jià)相伴而生的。在當(dāng)前經(jīng)濟(jì)全球化背景下,生態(tài)代價(jià)問(wèn)題已經(jīng)越來(lái)越受到人們的關(guān)注。所謂生態(tài)代價(jià)是指社會(huì)發(fā)展中消耗的自然資源和生態(tài)環(huán)境的總和,主要包括資源消耗、環(huán)境污染及生態(tài)破壞等。無(wú)代價(jià)的發(fā)展是不存在的,生態(tài)代價(jià)的產(chǎn)生是不可避免且無(wú)法消除的,但可以通過(guò)充分發(fā)揮人的主觀能動(dòng)性把這種代價(jià)控制在一定范圍內(nèi),并找到有效解決措施來(lái)控制之。有效控制生態(tài)代價(jià)不僅有助于促進(jìn)社會(huì)經(jīng)濟(jì)發(fā)展,而且有利于人與自然和諧相處。當(dāng)前,由于發(fā)展理念滯后、生態(tài)代價(jià)意識(shí)單薄、生態(tài)制度不完備、歷史條件的局限、生產(chǎn)力發(fā)展落后等原因,導(dǎo)致當(dāng)代中國(guó)生態(tài)出現(xiàn)了自然資源的浪費(fèi)與過(guò)度消耗、環(huán)境污染與生態(tài)破壞嚴(yán)重、貧富差距大等問(wèn)題。為了最大限度降低當(dāng)代中國(guó)生態(tài)代價(jià),必須堅(jiān)持社會(huì)經(jīng)濟(jì)與生態(tài)環(huán)境協(xié)調(diào)發(fā)展的原則,樹(shù)立科學(xué)發(fā)展觀,走新型工業(yè)化道路;抓好環(huán)境教育,提高人的素質(zhì);發(fā)展生產(chǎn)力,縮小貧富差距;加強(qiáng)法制建設(shè),增強(qiáng)環(huán)境執(zhí)法能力;完善市場(chǎng)經(jīng)濟(jì)體制,轉(zhuǎn)變政府職能;建立健全行政問(wèn)責(zé)機(jī)制。唯如此,才能以最小的生態(tài)代價(jià)實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)最大的發(fā)展。
[Abstract]:The history of human civilization has proved that social development has always been accompanied by costs. The problem of ecological cost has attracted more and more attention. The so-called ecological cost refers to the sum of natural resources and ecological environment consumed in social development, mainly including the consumption of resources. Environmental pollution and ecological destruction. There is no development without cost, the production of ecological cost is inevitable and can not be eliminated, but this cost can be controlled within a certain range by giving full play to human initiative. Effective control of ecological costs is not only conducive to promoting social and economic development, but also conducive to harmony between human beings and nature. At present, due to the lagging of the concept of development, the consciousness of ecological costs is weak. The incomplete ecological system, the limitation of historical conditions and the backward development of productive forces have led to the waste and excessive consumption of natural resources and serious environmental pollution and ecological destruction in contemporary China. In order to minimize the ecological cost of contemporary China, we must adhere to the principle of coordinated development of social economy and ecological environment, set up a scientific outlook on development, take a new road of industrialization, and do a good job in environmental education. To improve human quality; to develop productive forces and narrow the gap between rich and poor; to strengthen the legal system and enhance the ability of environmental law enforcement; to perfect the market economy system and to transform the functions of the government; to establish and improve the administrative accountability mechanism. In order to achieve the greatest economic and social development at the minimum ecological cost.
