鄉(xiāng)鎮(zhèn)企業(yè)職業(yè)衛(wèi)生管理現(xiàn)狀及對(duì)策探討

【摘要】:目的:參照國(guó)家相關(guān)法規(guī)規(guī)范,對(duì)企業(yè)職業(yè)健康管理制度的符合率進(jìn)行評(píng)分,分析評(píng)分結(jié)果,了解企業(yè)職業(yè)衛(wèi)生管理現(xiàn)狀,探討鎮(zhèn)級(jí)企業(yè)職業(yè)衛(wèi)生現(xiàn)狀及防治對(duì)策,為企業(yè)職業(yè)衛(wèi)生內(nèi)部管理和政府職業(yè)危害監(jiān)管提供依據(jù)。 方法:通過(guò)文獻(xiàn)抽樣調(diào)查方法,對(duì)昆山市某鎮(zhèn)企業(yè)職業(yè)衛(wèi)生進(jìn)行現(xiàn)況調(diào)查,用分層抽樣方法,抽取昆山市某鎮(zhèn)6家大型企業(yè)、6家中型企業(yè)、6家小型企業(yè)、6家微型企業(yè),調(diào)查每個(gè)企業(yè)職業(yè)衛(wèi)生管理臺(tái)賬具體信息,依據(jù)《企業(yè)職業(yè)健康管理13項(xiàng)規(guī)范性制度》,判定其符合率,根據(jù)判定評(píng)分結(jié)果分析昆山市某鎮(zhèn)企業(yè)職業(yè)衛(wèi)生制度建立情況,了解企業(yè)職業(yè)衛(wèi)生管理制度的制定及實(shí)施情況,并發(fā)現(xiàn)其薄弱環(huán)節(jié)。 結(jié)果:(1)一級(jí)指標(biāo)符合率總平均分前三位是職業(yè)危害申報(bào)制度(以下各制度皆用簡(jiǎn)稱)、監(jiān)測(cè)評(píng)價(jià)、危害告知。大型、中型、小型、微型企業(yè)一級(jí)指標(biāo)總指標(biāo)符合率依次為0.910、0.832、0.615、0.452。(2)二級(jí)指標(biāo)中所有企業(yè)某指標(biāo)總符合率得分最低的是日常監(jiān)測(cè),為0.250。(3)通過(guò)對(duì)一、二級(jí)指標(biāo)所有企業(yè)某指標(biāo)總符合率比較,一級(jí)指標(biāo)不合格中,其二級(jí)指標(biāo)評(píng)分更低的有:一級(jí)指標(biāo)人員防護(hù)制度,評(píng)分為0.562,其二級(jí)指標(biāo)防護(hù)用品的采購(gòu)和資質(zhì)審查,評(píng)分為0.375,防護(hù)用品配備標(biāo)準(zhǔn)評(píng)分為0.500。一級(jí)指標(biāo)監(jiān)測(cè)評(píng)價(jià)的所有企業(yè)指標(biāo)符合率評(píng)分為0.458,其二級(jí)指標(biāo)日常檢測(cè)評(píng)分為0.250。一級(jí)指標(biāo)職業(yè)健康監(jiān)護(hù)檔案管理制度評(píng)分為0.663,其二級(jí)指標(biāo)職業(yè)健康檢查評(píng)分為0.396,而其二級(jí)指標(biāo)監(jiān)護(hù)管理檔案卻評(píng)分較高,為0.906。在合格的一級(jí)指標(biāo)中也存在二級(jí)指標(biāo)不合格的項(xiàng)目,一級(jí)指標(biāo)職業(yè)健康宣傳教育培訓(xùn)制度(0.710)有不合格的二級(jí)指標(biāo)職業(yè)健康宣傳培訓(xùn)要求(0.525)、培訓(xùn)考核(0.525),一級(jí)指標(biāo)職業(yè)危害檢查和隱患整改制度(0.743)有不合格的二級(jí)指標(biāo)職業(yè)危害檢查內(nèi)容(0.583)、事故隱患整改復(fù)查(0.625),一級(jí)指標(biāo)應(yīng)急救援預(yù)案管理(0.750)中有不合格的二級(jí)指標(biāo)應(yīng)急救援預(yù)案宣傳和演練(0.500)。 結(jié)論:根據(jù)臺(tái)賬調(diào)查顯示,,昆山市企業(yè)職業(yè)衛(wèi)生管理水平總體較好,大、中型企業(yè)各項(xiàng)職業(yè)健康管理制度總體相對(duì)健全,但小型、微型企業(yè),特別是微型企業(yè)的各項(xiàng)制度健全性較差。在現(xiàn)有的職業(yè)衛(wèi)生工作基礎(chǔ)上,還應(yīng)加強(qiáng)職業(yè)健康技術(shù)服務(wù)機(jī)構(gòu)投入、企業(yè)的培訓(xùn)和監(jiān)督等措施,建立市、鎮(zhèn)、企業(yè)三級(jí)職業(yè)衛(wèi)生防治體系
[Abstract]:Objective: to evaluate the conformance rate of occupational health management system in enterprises with reference to relevant national laws and regulations, analyze the results of scoring, understand the present situation of occupational health management in enterprises, and explore the present situation of occupational health in township enterprises and the prevention and treatment countermeasures.To provide the basis for the internal management of occupational health and the supervision of government occupational hazards.Methods: the occupational health status of a town in Kunshan City was investigated by the method of literature sampling. By stratified sampling, 6 small enterprises and 6 small enterprises were selected from 6 large enterprises in a town of Kunshan city.The specific information of occupational health management account in each enterprise was investigated. According to the 13 normative systems of enterprise occupational health management, the coincidence rate was determined, and the establishment of occupational health system in a town of Kunshan was analyzed according to the result of judgment score.To understand the establishment and implementation of occupational health management system, and find its weak links.Results 1) the first three top three were the occupational hazard declaration system (all the following systems were used for short, monitoring and evaluation, hazard informing).Large, medium, small and micro enterprises, the overall index coincidence rate of the first class index is 0.910100.32n0.6150.452.2in turn) the lowest score of the total conformity rate of a certain index of all the enterprises is routine monitoring, which is 0.250.f3).Compared with the total conformity rate of a certain index in all enterprises of the second class index, among the unqualified first-class indexes, the second grade index scoring is even lower: the personnel protection system of the first class index, the score is 0.562, the procurement and qualification examination of the protective articles for the second class index index,The score was 0.375 and the standard of protective equipment was 0.500.The coincident rate of all the enterprise indexes was 0.458, and the daily test score of the second-level index was 0.250.The first grade index occupational health surveillance file management system score is 0.663, the second grade index occupational health examination score is 0.396, but its second grade index guardianship management file score is higher, is 0.906.Among the qualified primary indicators, there are also projects with substandard secondary indicators,Occupational health education and training system of the first class index (0.710) there are unqualified secondary index occupational health propaganda and training requirements 0.525%, training examination 0.525%, occupational hazard inspection and hidden danger rectification system 0.743) there are unqualified second-level index posts.The content of industry hazard inspection is 0.583n, the check of accident hidden trouble rectification and reexamination is 0.625, and the management of first-grade index emergency rescue plan is 0.750) there are unqualified second-level index emergency rescue plan propaganda and exercise 0.500 and so on.Conclusion: the occupational health management level of enterprises in Kunshan City is relatively good, the occupational health management system of large and medium-sized enterprises is relatively sound, but the occupational health management system in small and micro enterprises is relatively sound.Microenterprises, in particular, have poor institutional soundness.On the basis of the existing occupational health work, we should also strengthen the investment of the technical service institutions of occupational health, the training and supervision of enterprises, and establish a three-level occupational health prevention and control system in cities, towns and enterprises.
