【摘要】：本文依據(jù)全球治理的理論從政策和制度層面系統(tǒng)地考察了全球環(huán)境與衛(wèi)生的關(guān)聯(lián)性,并對(duì)全球環(huán)境與衛(wèi)生治理的結(jié)構(gòu)特征及未來(lái)挑戰(zhàn)進(jìn)行了分析。從制度層面看,全球環(huán)境與衛(wèi)生的關(guān)聯(lián)性主要體現(xiàn)在議題關(guān)聯(lián)、法律關(guān)聯(lián)、規(guī)范關(guān)聯(lián)、治理模式關(guān)聯(lián)、行為體關(guān)聯(lián)以及機(jī)構(gòu)關(guān)聯(lián)六個(gè)方面。當(dāng)前全球環(huán)境與衛(wèi)生治理的結(jié)構(gòu)呈現(xiàn)三大特點(diǎn):全球環(huán)境與衛(wèi)生治理正在迅速形成之中;全球環(huán)境與衛(wèi)生治理依然松散和脆弱,未來(lái)有很大的發(fā)展空間;科學(xué)研究、工程技術(shù)、資金和外交技巧等方面的優(yōu)勢(shì)使發(fā)達(dá)國(guó)家掌握著全球環(huán)境與衛(wèi)生治理的主導(dǎo)權(quán)。環(huán)境與衛(wèi)生之間也存在著潛在的沖突。這種沖突既可能來(lái)自價(jià)值觀的不同,也可能來(lái)自對(duì)環(huán)境、衛(wèi)生與發(fā)展之間的關(guān)系理解不同。未來(lái)全球環(huán)境與衛(wèi)生治理面臨環(huán)境與衛(wèi)生問(wèn)題的政治化與國(guó)家安全考量等諸多挑戰(zhàn)。
[Abstract]:Based on the theory of global governance, this paper systematically examines the relationship between global environment and health at the policy and institutional levels, and analyzes the structural characteristics and future challenges of global environmental and health governance. The relationship between global environment and health is mainly reflected in the relevance of the topic, the legal association, the normative association, the governance model. The current structure of global environmental and health governance is characterized by three main features: global environmental and health governance is rapidly evolving; global environmental and health governance remains loose and fragile. There is a lot of room for development in the future; scientific research, engineering, Advantages such as financial and diplomatic skills give developed countries ownership of global environmental and health governance. There is also a potential conflict between environment and health. Such conflicts may arise from differences in values as well as from the environment. The relationship between health and development is understood differently. In the future, global environmental and health governance faces many challenges, such as politicization of environmental and health issues and national security considerations.
