【摘要】：當(dāng)今的職業(yè)健康安全問(wèn)題已引起國(guó)際社會(huì)的日益關(guān)注,我國(guó)各類企業(yè)基于自身改善的渴望、市場(chǎng)的形勢(shì)、客戶的要求,正在實(shí)施ISO9001、ISO14001、OHSAS18001等管理體系。目前有的企業(yè)是單獨(dú)運(yùn)行ISO9001、ISO14001、OHSAS18001管理體系,也有很多企業(yè)建立了整合型(三大體系合并運(yùn)行)管理體系。盡管業(yè)界對(duì)三大管理體系整合運(yùn)行普遍看好,但2015版本的ISO9001、ISO14001國(guó)際標(biāo)準(zhǔn)剛發(fā)布不久,針對(duì)2015版本國(guó)際標(biāo)準(zhǔn)下的三體系換版整合還處于探索實(shí)踐階段,缺乏成熟的模式可供借鑒,因此如何進(jìn)行新版本的整合型管理體系研究有著深遠(yuǎn)的意義,在借鑒已有研究成果的基礎(chǔ)上,本文工作主要體現(xiàn)在如下方面:本文通過(guò)比較ISO9001(2015版)、ISO14001(2015版)、OHSAS18001三個(gè)標(biāo)準(zhǔn)的特點(diǎn)和不同,分析了三個(gè)體系整合的必要性和可行性。根據(jù)管理體系整合的思路和方法,分別提出以IS09001(2015版)的過(guò)程方法為框架、以PDCA循環(huán)為基礎(chǔ)的整合模式及整合方法。同時(shí)結(jié)合BQY公司注1實(shí)例,充分考慮工程設(shè)備總包企業(yè)的特點(diǎn),對(duì)工程設(shè)備總包企業(yè)進(jìn)行三大管理體系整合重點(diǎn)和整合步驟進(jìn)行了探討,并通過(guò)建立基于工程項(xiàng)目運(yùn)作過(guò)程的OHSAS管理體系有效性評(píng)價(jià)的指標(biāo)體系,采用兩種評(píng)價(jià)、數(shù)據(jù)分析方法對(duì)OHSAS體系在三體系整合前后運(yùn)行的有效性進(jìn)行了探討,證明其實(shí)際應(yīng)用價(jià)值。最后對(duì)未來(lái)企業(yè)整合型管理體系的發(fā)展方向進(jìn)行了展望。
[Abstract]:Nowadays, the occupational health and safety problem has aroused the international community's increasing concern. All kinds of enterprises in our country are implementing ISO9001 based on their own desire for improvement, market situation and customer requirements. ISO14001OHSAS18001 and other management systems. At present, some enterprises are running ISO9001 ISO14001 OHSAS18001 management system. There are also many companies that have integrated management systems (three systems run together). Although the industry is generally optimistic about the integration of the three management systems, but the 2015 version of ISO9001. ISO14001 international standards have just been released, the three systems under the 2015 version of international standards are still in the exploration stage of practice, the lack of mature model can be used for reference. Therefore, how to carry out a new version of the integrated management system research has far-reaching significance, on the basis of the existing research results. The work of this paper is mainly reflected in the following aspects: this paper compares the ISO9001(2015 version with ISO 14001 / 2015). The characteristics and differences of the three standards of OHSAS18001 are analyzed. The necessity and feasibility of the integration of the three systems are analyzed. The integration model and integration method based on the PDCA cycle are put forward respectively based on the IS09001(2015 version. At the same time, an example of BQY Company Note 1 is given. Considering the characteristics of engineering equipment contracting enterprises, this paper discusses the key points and steps of the integration of three management systems of engineering equipment total contracting enterprises. And through the establishment of the OHSAS management system effectiveness evaluation index system based on the engineering project operation process, two kinds of evaluation are adopted. The validity of OHSAS system running before and after the integration of the three systems is discussed, and its practical application value is proved. Finally, the development direction of the integrated management system of enterprises in the future is prospected.
