【摘要】：目的分析丹東市2006—2015年突發(fā)公共衛(wèi)生事件特征,為制定衛(wèi)生應(yīng)急管理策略,建立良好衛(wèi)生應(yīng)急管理運(yùn)行機(jī)制提供科學(xué)參考依據(jù)。方法利用國(guó)家突發(fā)公共衛(wèi)生事件管理信息系統(tǒng)報(bào)告的事件信息,應(yīng)用描述性流行病學(xué)方法,對(duì)丹東市2006—2015年突發(fā)公共衛(wèi)生事件進(jìn)行分析。結(jié)果 2006—2015年丹東市突發(fā)公共衛(wèi)生事件報(bào)告19起,發(fā)病603例,死亡4例;2006—2007年突發(fā)公共衛(wèi)生事件呈高發(fā)態(tài)勢(shì);2009年以后事件報(bào)告整體呈低發(fā)態(tài)勢(shì);無(wú)特別重大和重大事件,一般事件為主,占事件報(bào)告總數(shù)78.95%;各縣區(qū)均有事件報(bào)告,沿海(江)及內(nèi)陸山區(qū)報(bào)告事件較多;除5、6月外,其他月份均有事件報(bào)告,以4、8、9和12月多發(fā);報(bào)告事件以食物中毒為主,占事件報(bào)告總數(shù)的68.42%,且發(fā)病數(shù)、死亡數(shù)均以食物中毒事件為主;學(xué)校事件占事件報(bào)告總數(shù)47.37%,高中及職業(yè)中等學(xué)校報(bào)告事件占學(xué)校事件報(bào)告總數(shù)83.33%;平均每起事件處置經(jīng)費(fèi)3.51萬(wàn)元,造成經(jīng)濟(jì)損失5.07萬(wàn)元。結(jié)論丹東市衛(wèi)生應(yīng)急管理運(yùn)行機(jī)制逐步完善,管理措施實(shí)施有效,應(yīng)進(jìn)一步落實(shí)應(yīng)急保障措施,注重在事前預(yù)防、健康教育、綜合培訓(xùn)、基層能力建設(shè)方面提供保障。
[Abstract]:Objective to analyze the characteristics of public health emergencies in Dandong City from 2006 to 2015, and to provide a scientific reference for the establishment of health emergency management strategy and the establishment of a good operational mechanism for health emergency management. Methods using the event information reported by the National Public Health Emergency Management Information system, the descriptive epidemiological method was used to analyze the public health emergencies in Dandong from 2006 to 2015. Results from 2006 to 2015, 19 public health emergencies were reported in Dandong city, 603 cases occurred and 4 cases died; in 2006-2007, there was a high incidence of public health emergencies; There were no especially important and important events, general events were the main ones, which accounted for 78.95% of the total number of reported incidents, and there were more reported incidents in all counties and districts, and more in coastal (river) and inland mountainous areas. Except in May and June, the number of incidents reported in other months was mainly food poisoning, which accounted for 68.42% of the total number of reported incidents, and the number of morbidity and mortality was mainly food poisoning. School incidents account for 47.37% of the total number of reported incidents, and high school and vocational secondary schools account for 83.33% of the total number of reported incidents, with an average cost of 35100 yuan for each incident, resulting in 50700 yuan of economic losses. Conclusion the operational mechanism of health emergency management in Dandong City is gradually improved and the management measures are effective. It is necessary to further implement the emergency protection measures and pay attention to providing protection in the aspects of pre-prevention, health education, comprehensive training and capacity building at the grass-roots level.
