【摘要】：一、衛(wèi)生警察、臨時檢疫機構與吉林國境衛(wèi)生檢疫(建國前)。吉林國境衛(wèi)生檢疫萌芽于二十世紀初,解放前近半個世紀,處于吉林國境衛(wèi)生檢疫的雛形期。在防治鼠疫與霍亂等惡性傳染病流行過程中,由政府組織的衛(wèi)生警察或臨時性衛(wèi)生防疫、檢疫機構,采取了一些具有現(xiàn)代意義的國境衛(wèi)生檢疫措施,如隔絕交通、隔離病人、清潔消毒等,在減少疫病流行、保護民眾健康,起到了一定的促進作用。但是,由于近代吉林省經濟貧困、政治腐敗、文化落后及有效防疫和檢疫體系整體缺失,無法有力應對境內外疫情傳入和傳播,近代吉林面臨的疫病威脅日益加劇,這嚴重影響了吉林人民的身體健康和生命安全,阻礙了社會的正常發(fā)展。 二、檢疫查驗與濾過式吉林國境衛(wèi)生檢疫(1949-1978)。面對建國初期吉林省嚴峻的傳染病疫情形勢,人民政府迅速在中朝口岸建立圖們、輯安等國境衛(wèi)生檢疫機構,制定衛(wèi)生檢疫法規(guī),實施以檢疫查驗為主的現(xiàn)代衛(wèi)生檢疫措施,防止疫情傳入傳出。此時期,吉林國境衛(wèi)生檢疫事業(yè)在曲折中不斷發(fā)展。既有建立不久即在抗美援朝戰(zhàn)爭中發(fā)揮特殊作用的輝煌,社會主義建設時期衛(wèi)生檢疫的正規(guī)化,也遭到文化大革命的極大破壞。 三、傳染病監(jiān)測、衛(wèi)生監(jiān)督與監(jiān)測式吉林國境衛(wèi)生檢疫(1979-1999)。改革開放后,特別是上劃衛(wèi)生部直管以來,吉林國境衛(wèi)生檢疫堅持與國際慣例接軌、與經濟發(fā)展相適應的原則,認真貫徹執(zhí)行《國境衛(wèi)生檢疫法》及其《實施細則》,在以傳染病監(jiān)測與衛(wèi)生監(jiān)督為重點的軌道上奮勇前行,對于促進改革開放,保護出入境人員健康,保障口岸安全發(fā)揮了重要作用。吉林國境衛(wèi)生檢疫事業(yè)也取得了全面發(fā)展,形成了以中朝沿線陸路口岸及長春空港口岸為主的較健全的衛(wèi)生檢疫防控體系。 四、吉林國境衛(wèi)生檢疫的未來發(fā)展。簡述百年歷史所取得的成就,并就未來發(fā)展進行了初步探究。1.國境衛(wèi)生檢疫的發(fā)展必須適應國家政治、經濟、社會形勢。2.國境衛(wèi)生檢疫的涉外性決定其工作原則必須符合國際慣例。3.中央直屬管理是維護國境衛(wèi)生檢疫政令暢通的必行之路。4.國境衛(wèi)生檢疫離不開強大的科技支持。
