【摘要】： 本文在借鑒了以前國內(nèi)外學者對疫苗價值研究成果的基礎(chǔ)上,利用了世界衛(wèi)生組織公布的數(shù)據(jù)及有關(guān)企業(yè)的數(shù)據(jù),運用經(jīng)濟學的供給和需求分析方法,對疫苗價值做了經(jīng)濟學方面的研究,并對國內(nèi)外擴大疫苗覆蓋率的政策進行了分析。研究表明,首先,在供應方面,疫苗廠商可從疫苗的生產(chǎn)獲得利潤并且擴大就業(yè),疫苗對疾病的預防減少了住院費用。其次,在需求方面,探討了疫苗對社會的效益、對政府的效益、對勞動市場的效益、對家庭的效益。第三,從政府、生產(chǎn)商、消費者等各方的立場和利益出發(fā),探討了符合公眾利益及疫苗行業(yè)長期可持續(xù)發(fā)展的創(chuàng)新模式。第四,本文同時也分析了疫苗研發(fā)和生產(chǎn)的復雜性及特殊性,進一步說明要重視疫苗在疾病預防中的作用,并探討了增加資源投入,強化醫(yī)療管理機構(gòu)與疫苗生產(chǎn)商的合作及統(tǒng)一疫苗在各國之間生產(chǎn)及使用的標準和審查制度的重要性,使符合標準的疫苗生產(chǎn)廠家生產(chǎn)的產(chǎn)品可以在全世界范圍內(nèi)流通和使用。最后,本文根據(jù)研究分析提出了研究疫苗經(jīng)濟價值的政策含義。
[Abstract]:Based on the previous research results of vaccine value of domestic and foreign scholars, this paper makes use of the data published by the World Health Organization and related enterprises, and applies the methods of supply and demand analysis of economics. The economic research on vaccine value and the analysis of domestic and foreign policies to expand vaccine coverage show that, first of all, on the supply side, vaccine manufacturers can profit from the production of vaccines and expand employment. Second, on the demand side, the benefits of vaccines to the society, to the government, to the labour market, to the family, and to the government, to the manufacturer, are discussed. Based on the standpoint and interests of consumers and other parties, this paper discusses the innovative model of long-term sustainable development of the vaccine industry, which is in line with the public interest. 4th, this paper also analyzes the complexity and particularity of vaccine research and development and production. Noting further the importance of vaccines in disease prevention, and exploring the importance of increasing resource investment, strengthening cooperation between health authorities and vaccine producers and harmonizing standards and review systems for the production and use of vaccines among countries, So that the products produced by vaccine manufacturers can be circulated and used all over the world. Finally, based on the research and analysis, the policy implications of studying the economic value of vaccines are put forward in this paper.
