【摘要】：一個(gè)國家的社會(huì)保障水平能夠反映出這個(gè)國家的社會(huì)文明程度，，而一個(gè)國家對其國內(nèi)的弱勢群體的社會(huì)保障水平也往往能夠直接體現(xiàn)這個(gè)國家的社會(huì)保障水平。所以，在一個(gè)國家的保障體系中，如果沒有對國民中的弱勢群體的社會(huì)保障問題加以重視并納入到整個(gè)社會(huì)保障機(jī)制的中心地帶，那么該國的社會(huì)保障機(jī)制是不完整和完善的，其社會(huì)保障的功用也將是事倍功半的。在我國，精神疾病患者是一個(gè)逐漸增大的弱勢群體，然而目前我國的社會(huì)保障體系并沒有將其像殘疾人群體一樣，納入到特殊保障體系之內(nèi)。 精神疾病患者的社會(huì)保障工作涉及到法律、醫(yī)療、社會(huì)管理的方方面面。目前我國已把精神衛(wèi)生列入公共衛(wèi)生管理范疇，政府正在加強(qiáng)對精神衛(wèi)生醫(yī)療機(jī)構(gòu)建設(shè)的重視，并探索精神疾病的預(yù)防、治療、康復(fù)工作的機(jī)制，但投入少，而且效果不是很明顯。本文希望能為構(gòu)建精神疾病患者的社會(huì)保障機(jī)制，為精神疾病患者的社會(huì)保障體系，更為社會(huì)的安定和諧貢獻(xiàn)自己的一份微薄的力量。我們在建設(shè)和諧社會(huì)，體現(xiàn)以人為本的執(zhí)政理念中應(yīng)該對精神疾病患者的權(quán)益保障問題加以重視，實(shí)踐和探索好對精神病人的社會(huì)保障，必將對社會(huì)和諧發(fā)展產(chǎn)生良好而深遠(yuǎn)的影響。
[Abstract]:The level of social security in a country can reflect the level of social civilization in that country. And the level of social security of a country to its domestic vulnerable groups is also often able to directly reflect the level of social security of the country. Therefore, in a national security system. If there is no attention to the social security of the vulnerable groups in the country and it is integrated into the center of the whole social security mechanism, then the social security mechanism of the country is incomplete and perfect. Its social security function will also be half the effort. In China, the mentally ill is a gradually increasing vulnerable group, but the current social security system does not look like the disabled groups. Into the special safeguard system. The social security work of the patients with mental illness involves all aspects of law, medical treatment and social management. At present, mental health has been included in the scope of public health management in China. The government is strengthening the construction of mental health care institutions and exploring mechanisms for the prevention, treatment and rehabilitation of mental diseases, but with less investment. And the effect is not very obvious. This paper hopes to construct the social security mechanism for the patients with mental illness and the social security system for the patients with mental illness. We should pay more attention to the protection of the rights and interests of patients with mental illness in the construction of a harmonious society and the embodiment of people-oriented governance concept. The practice and exploration of the social security for the mental patients will surely have a good and profound influence on the harmonious development of the society.
