【摘要】：艾滋病防控資源是開(kāi)展艾滋病防控工作的物質(zhì)基礎(chǔ),艾滋病防控資源投入及分配狀況直接關(guān)系到相關(guān)群體資源權(quán)利的實(shí)現(xiàn)和艾滋病防治的成效,關(guān)系到公共健康的維護(hù)和社會(huì)和諧。艾滋病防控資源,一般是指主要來(lái)源于中央及各級(jí)地方政府財(cái)政、國(guó)際組織和外國(guó)政府資金及其他社會(huì)捐贈(zèng),用于艾滋病宣傳教育、預(yù)防與干預(yù)、檢測(cè)與監(jiān)測(cè)、治療與救助等方面工作的資源投入總和。由于防控工作的特殊性,艾滋病防控資源具有明顯的政府主導(dǎo)性和公益性特征。近年來(lái),為了遏制艾滋病的進(jìn)一步蔓延,各級(jí)政府及相關(guān)部門(mén)投入了大量資源,并不斷加大資源投入的力度。盡管如此,艾滋病防控資源依然稀缺,不能滿足全方位開(kāi)展艾滋病防控工作的需要。艾滋病防控資源投入相對(duì)不足,導(dǎo)致資源分配面臨諸多難題。有效解決這些難題,不僅是實(shí)現(xiàn)艾滋病防控資源公正分配的重要途徑,也是進(jìn)一步推進(jìn)艾滋病防控工作的必由之路。具體地說(shuō),艾滋病防控資源分配難題表現(xiàn)在宏觀、中觀、微觀三個(gè)層面。其中,宏觀層面主要是由于社會(huì)對(duì)艾滋病防控到底是基本需要還是非基本需要的認(rèn)識(shí)上存在分歧,導(dǎo)致艾滋病防控資源總體上投入不足；中觀層面主要是艾滋病防控資源應(yīng)該主要用于預(yù)防還是用于治療；微觀層面主要是艾滋病患者的資源平等權(quán)利的實(shí)現(xiàn)問(wèn)題。導(dǎo)致艾滋病防控資源分配難題的因素很多,歸納起來(lái),主要有兩個(gè)方面：客觀上是由于防控資源投入相對(duì)不足與資源需要之間的矛盾；主觀上則源于社會(huì)對(duì)艾滋病防控資源分配存在認(rèn)識(shí)分歧。解決艾滋病防控資源分配難題,實(shí)現(xiàn)艾滋病防控資源的公正分配,必須樹(shù)立生命至上理念；堅(jiān)持資源平等原則；適當(dāng)增加艾滋病防控資源總投入；貫徹“預(yù)防為主”的方針；著力保障艾滋病患者的資源平等權(quán)利。
[Abstract]:AIDS prevention and control resources are the material basis of AIDS prevention and control work. The investment and distribution of AIDS prevention and control resources are directly related to the realization of the rights of related groups and the effectiveness of AIDS prevention and control. Related to the maintenance of public health and social harmony. Generally speaking, AIDS prevention and control resources mainly come from the central and local governments at all levels, international organizations and foreign governments, funds and other social donations for AIDS publicity and education, prevention and intervention, testing and monitoring, The sum of resources invested in the work of treatment and relief. Because of the particularity of prevention and control, AIDS prevention and control resources have obvious government leading and public welfare characteristics. In recent years, in order to curb the spread of AIDS, governments at all levels and related departments have invested a lot of resources, and constantly increased the intensity of resource investment. Nevertheless, AIDS prevention and control resources are still scarce, can not meet the needs of all aspects of AIDS prevention and control work. AIDS prevention and control resources are relatively inadequate, resulting in the allocation of resources facing many difficulties. To solve these problems effectively is not only an important way to realize the fair distribution of AIDS prevention and control resources, but also the only way to further promote AIDS prevention and control. Specifically, AIDS prevention and control resources allocation problems in macro-level, meso-level, micro-level. Among them, the macro level is mainly due to the society on AIDS prevention and control is the basic or non-basic needs on the understanding of differences, resulting in AIDS prevention and control resources on the whole inadequate investment; The medium level is mainly the resources of AIDS prevention and control should be mainly used for prevention or treatment; the micro level is mainly the realization of equal rights of resources for AIDS patients. There are many factors that lead to the difficult allocation of AIDS prevention and control resources, which can be summed up in two aspects: objectively, it is due to the contradiction between the relatively insufficient investment and the resource needs of the prevention and control resources; Subjectively comes from the social AIDS prevention and control resources allocation there are differences of understanding. To solve the problem of allocation of AIDS prevention and control resources and to realize the fair distribution of AIDS prevention and control resources, we must establish the concept of life first, adhere to the principle of equal resources, appropriately increase the total investment of AIDS prevention and control resources, and implement the principle of "prevention first"; Efforts will be made to protect the equal rights of AIDS patients.
