【摘要】：目前我國(guó)艾滋病疫情形勢(shì)依然嚴(yán)峻,艾滋病防治工作難度日益增大,面臨著前所未有的挑戰(zhàn)。除艾滋病本身的性質(zhì)外,受艾滋病影響人群日益"特殊化"問題也日漸顯露,成為制約我國(guó)艾滋病防治可持續(xù)發(fā)展的瓶頸。將艾滋病防治工作融入現(xiàn)行社會(huì)體制,是保障艾滋病防治工作可持續(xù)發(fā)展的關(guān)鍵,據(jù)此提出艾滋病防治工作的"常態(tài)化"概念以及基層艾滋病防治工作的常態(tài)化運(yùn)行和管理機(jī)制。闡述了基層艾滋病防治工作常態(tài)化的意義,通過對(duì)國(guó)外基層艾滋病防治工作常態(tài)化成功經(jīng)驗(yàn)的探討,為完善我國(guó)基層艾滋病防治工作常態(tài)化體系提供借鑒。
[Abstract]:At present, the situation of AIDS epidemic situation in China is still grim, AIDS prevention and treatment is increasingly difficult, facing unprecedented challenges. In addition to the nature of AIDS itself, the problem of "specialization" of people affected by AIDS has become increasingly apparent, which has become the bottleneck restricting the sustainable development of AIDS prevention and treatment in China. The integration of AIDS prevention and control into the existing social system is the key to ensuring the sustainable development of AIDS prevention and treatment. Based on this, the concept of "normalization" of AIDS prevention and control work and the regular operation and management mechanism of grass-roots AIDS prevention and control work are put forward. This paper expounds the significance of normalizing the work of AIDS prevention and control at the grass-roots level, and through the discussion of the successful experience of normalizing the prevention and treatment of AIDS at the grass-roots level in foreign countries, provides reference for perfecting the regularization system of the prevention and treatment of AIDS at the grass-roots level in our country.
