【摘要】：19世紀英國社會對于狂犬病的病原與防治存在長期爭論。早期民眾認為狂犬病屬于自然病原的疾病,強調(diào)它是社會道德問題的表現(xiàn),主張采用改革下層社會的道德來消除疾病的爆發(fā);中期以后醫(yī)學界轉(zhuǎn)而認為狂犬病是外來傳染病,主張國家采用衛(wèi)生和立法措施來加以根除。政府基于外來傳染病的模式開始實施強制性的防疫措施,逐漸克服英國社會以維護個人自由和保護動物權(quán)利的名義對于國家強制措施的抵制,狂犬病在英國也得以根除。
[Abstract]:In the 19 th century, there was a long debate about the pathogen and prevention of rabies in English society. The early public thought that rabies was a natural pathogen disease, emphasized that it was the manifestation of social moral problem, advocated the reform of the lower social morality to eliminate the outbreak of the disease. In the middle of the period, the medical profession turned to think of rabies as an exotic infectious disease. It is advocated that the country adopt health and legislative measures to eradicate it. Based on the model of foreign infectious diseases, the government began to implement compulsory epidemic prevention measures and gradually overcome the resistance of the British society to the compulsory measures of the state in the name of safeguarding individual freedom and protecting animal rights, and rabies was eradicated in the United Kingdom.
