【摘要】：2013-2016年西非埃博拉疫情的爆發(fā)和流行凸現(xiàn)了全球衛(wèi)生公共產(chǎn)品供給的嚴重不足。面對西非國家防控埃博拉疫情突發(fā)的緊急需求,中國政府予以高度重視并積極從多個方面提供全球衛(wèi)生公共產(chǎn)品——中國醫(yī)藥專家全力參加埃博拉病毒診斷試劑和治療藥物等的研制,中國政府向多個西非國家提供緊急物資和資金援助,同時支持和參與以世界衛(wèi)生組織和聯(lián)合國為核心的國際公共衛(wèi)生治理多邊體系。然而,從提供全球衛(wèi)生公共產(chǎn)品的角度看,中國國內(nèi)防控傳染病的能力尚有待提升,中國非政府組織和企業(yè)參與國際傳染病防控行動的意愿亟需引導和鼓勵,中國對國際公共衛(wèi)生治理多邊體系的參與度和貢獻還應進一步提高。由此,中國在全球衛(wèi)生治理領(lǐng)域的領(lǐng)導力和國際聲譽才會得以提高和彰顯。
[Abstract]:The outbreak and epidemic of Ebola in West Africa in 2013-2016 highlighted a serious shortfall in the global supply of public health goods.In the face of the emergency needs of West African countries to prevent and control the Ebola epidemic,The Chinese government attaches great importance to it and actively provides global public health products from many aspects. Chinese medical experts are fully involved in the development of Ebola virus diagnostic reagents and therapeutic drugs.The Chinese government provides emergency material and financial assistance to several West African countries, while supporting and participating in the multilateral system of international public health governance with the World Health Organization and the United Nations as the core.However, from the point of view of providing global health public goods, the ability of China to prevent and control infectious diseases needs to be improved, and the willingness of Chinese non-governmental organizations and enterprises to participate in the international action to prevent and control infectious diseases needs to be guided and encouraged.China's participation and contribution to the multilateral system of international public health governance should be further enhanced.As a result, China's leadership and international reputation in global health governance will be enhanced and demonstrated.
