【摘要】：自從改革開放以來(lái)，中國(guó)加快了與世界融合的進(jìn)程。全球化浪潮創(chuàng)造巨大財(cái)富與利益的同時(shí)，也增加了法律糾紛的數(shù)量。近年，作為中國(guó)門戶的廣州，涉外案件日趨增多。在法律程序中，當(dāng)事人與各方工作人員存在語(yǔ)言障礙時(shí)，司法口譯服務(wù)是溝通順利進(jìn)行的保障。同時(shí)，專業(yè)的司法口譯服務(wù)是保障外籍人員和機(jī)構(gòu)在中國(guó)法律面前享受平等權(quán)利和義務(wù)上的重要一環(huán)。 通過網(wǎng)絡(luò)調(diào)研，電話采訪，發(fā)放調(diào)查問卷等方法，本報(bào)告收集了廣州司法口譯職業(yè)化現(xiàn)狀的資料，并嘗試對(duì)其進(jìn)行分析。調(diào)研結(jié)果顯示，廣州在職業(yè)化培訓(xùn)，譯員管理以及行業(yè)協(xié)會(huì)等方面取得了一些進(jìn)步，但其整個(gè)司法口譯職業(yè)化進(jìn)程仍存在一些問題和改進(jìn)的空間�；谏鲜霭l(fā)現(xiàn)，，結(jié)合司法口譯職業(yè)化應(yīng)該遵循的不同發(fā)展階段，本文嘗試提出系統(tǒng)的對(duì)策，包括法律法規(guī)；職業(yè)教育；口譯員的選拔認(rèn)證與監(jiān)督管理；行業(yè)道德，準(zhǔn)則和行業(yè)協(xié)會(huì)。本文認(rèn)為：只有這些方面都得到全面發(fā)展與完善，司法口譯才能真正實(shí)現(xiàn)職業(yè)化。
[Abstract]:Since the reform and opening up, China has accelerated the process of integration with the world. The wave of globalization creates enormous wealth and benefits, but also increases the number of legal disputes. In recent years, as a gateway to China, Guangzhou, foreign-related cases are increasing. In the legal process, the judicial interpretation service is the guarantee of smooth communication when the parties and the staff have language barriers. At the same time, professional judicial interpretation service is an important part of ensuring foreigners and institutions enjoy equal rights and obligations before Chinese law. By means of network investigation, telephone interview and questionnaire distribution, this report collects information on the status quo of the professionalization of judicial interpretation in Guangzhou, and tries to analyze it. The results show that Guangzhou has made some progress in professional training, interpreter management and trade association, but there are still some problems and room for improvement in the process of professionalization of judicial interpretation. Based on the above findings, combined with the different stages of the development of judicial interpretation professionalization, this paper tries to put forward systematic countermeasures, including laws and regulations, vocational education, the selection and certification of interpreters and supervision and management; Industry ethics, standards and industry associations. Only when these aspects are fully developed and perfected, can judicial interpretation be professionalized.
