語言管理視域下的南非語言規(guī)劃研究

【摘要】:全球化背景下的傳統(tǒng)語言規(guī)劃已逐漸不適用于有殖民史的多語制國家,作為語言規(guī)劃學(xué)科一個(gè)新的研究領(lǐng)域,語言管理越來越受到學(xué)者們的重視。南非在金磚五國合作機(jī)制中發(fā)揮著巨大的潛力,與中國政治、經(jīng)濟(jì)和文化的合作日益密切,因此,研究南非語言規(guī)劃有助于我們更好的了解南非語言多樣性所面臨的全球化挑戰(zhàn)。南非是一個(gè)多民族、多語言的國家,其復(fù)雜的語言狀況使南非語言規(guī)劃的制定困難重重。盡管后種族隔離時(shí)代的南非政府于1996年頒布了包括11種語言在內(nèi)的官方語言政策,然而,語言規(guī)劃仍舊遺留了許多無法解決的語言問題。語言管理視域下的南非語言規(guī)劃研究能使我們窺視南非的多語制從而認(rèn)識(shí)傳統(tǒng)語言規(guī)劃的局限性。本文從歷史發(fā)展的角度闡述了南非四個(gè)時(shí)期的語言規(guī)劃,發(fā)現(xiàn)南非不同時(shí)期的語言規(guī)劃有著深刻的政治原因。 荷蘭與英國殖民政府在殖民時(shí)期的南非大力推廣荷蘭語和英語,導(dǎo)致本土政治、經(jīng)濟(jì)和文化體制的瓦解,一些土著語言也隨之消亡。獨(dú)立后的南非在種族隔離時(shí)期用阿非利卡語取代英語,使得阿非利卡語在政府、媒體和教育等領(lǐng)域成為主導(dǎo)語言。種族隔離時(shí)期的政府制定的激進(jìn)政策加劇了南非的種族沖突。后種族隔離時(shí)期的南非政府自建立之時(shí)起就頒布了符合廣大階級(jí)利益的語言政策,推動(dòng)了南非邁向民主化的道路。 本文采用定性的研究方法與文獻(xiàn)法,用Webb的語言管理理論分析南非的語言規(guī)劃。通過研究南非的語言狀況與語言規(guī)劃現(xiàn)狀,作者總結(jié)出南非的語言規(guī)劃適用于解決某些語言問題,而語言管理卻能更好的解決南非的多語問題。 本文的的創(chuàng)新之處在于運(yùn)用語言管理的理論分析南非的語言規(guī)劃,為多語制背景下的語言規(guī)劃提供借鑒。
[Abstract]:Under the background of globalization, the traditional language planning has been gradually unsuitable for countries with colonial history. As a new research field of language planning, language management has been paid more and more attention by scholars. South Africa has great potential in the BRICS cooperation mechanism and is increasingly close to China's political, economic and cultural cooperation. Research on South African language planning will help us better understand the global challenges of South Africa's linguistic diversity. South Africa is a multi-national and multi-lingual country. Although the post-apartheid South African government issued its official language policy in 1996, including 11 languages, language planning still leaves many unresolved language problems. The study of South African language planning from the perspective of language management enables us to peek into the multilingualism in South Africa and understand the limitations of traditional language planning. This paper expounds the language planning of four periods in South Africa from the perspective of historical development and finds that there are profound political reasons for language planning in different periods in South Africa. The Dutch and British colonial governments vigorously promoted Dutch and English in colonial South Africa, resulting in the disintegration of local political, economic and cultural systems, and the disappearance of some indigenous languages. After-independence South Africa replaced English with Afrikaans during apartheid, making Afrikaans the dominant language in government, media and education. The racial conflict in South Africa was exacerbated by radical policies adopted by the apartheid government. Since the establishment of the post-apartheid South African government, it has promulgated a language policy in accordance with the interests of the broad class, which has promoted the road to democratization in South Africa. In this paper, the qualitative research method and literature method are used to analyze the language planning in South Africa with the language management theory of Webb. By studying the language situation and language planning in South Africa, the author concludes that the language planning in South Africa is suitable for solving some language problems, while language management can better solve the multilingual problem in South Africa. The innovation of this paper is to use the theory of language management to analyze the language planning in South Africa, and to provide reference for language planning in the context of multilingualism.
