【摘要】： 本文立足于數(shù)字電視技術(shù)對法治節(jié)目的影響,探討了數(shù)字電視時代法治節(jié)目宏觀和微觀兩方面的變化發(fā)展情況。 本文認(rèn)為,與傳統(tǒng)的模擬信號電視相比,以數(shù)字信號為技術(shù)根本的法治節(jié)目發(fā)生了巨大的改變。面對這種變化,本文指出,法治節(jié)目首先應(yīng)當(dāng)從理念上逐漸完善,即改革過去的節(jié)目內(nèi)涵、功能、宗旨定位,運用新的傳播技術(shù),樹立嶄新的傳播、經(jīng)營理念,突出受眾分析、法律文化引導(dǎo)和節(jié)目的商業(yè)化運作。除此之外,由于法治節(jié)目形式多樣,每一種具體形態(tài)的法治節(jié)目都應(yīng)當(dāng)相應(yīng)地有所改進(jìn)。本文嘗試性地針對法治節(jié)目中最為普遍、影響最大的幾種類型,分別加以闡述和分析,并指出,不同種類的法治節(jié)目在數(shù)字電視時代各自應(yīng)當(dāng)擁有不同的注重點,例如紀(jì)實類法治節(jié)目應(yīng)當(dāng)更多地運用數(shù)字技術(shù)還原真實、做好紀(jì)實;說法類法治節(jié)目應(yīng)突出案件故事的敘事藝術(shù);呼之欲出的法治專業(yè)頻道應(yīng)不斷繁榮等。 第一部分,筆者指出當(dāng)前已經(jīng)步入數(shù)字電視時代。數(shù)字電視從產(chǎn)生到發(fā)展至今雖然只經(jīng)歷了幾十年的歷史,卻已經(jīng)成為電視產(chǎn)業(yè)不可抗拒的變革力量,在世界各個地方都有了深遠(yuǎn)的發(fā)展。在我們中國,國家對于數(shù)字電視的發(fā)展始終是持積極推進(jìn)的態(tài)度的,各級政府出臺各種政策支持?jǐn)?shù)字電視的發(fā)展,在這種條件下,我國數(shù)字電視的發(fā)展突飛猛進(jìn)。隨著數(shù)字電視的發(fā)展,數(shù)字電視對電視傳播的影響也不可避免,從節(jié)目的生產(chǎn)到電視廣告,電視傳播都因為數(shù)字電視而產(chǎn)生了巨大的改變。 第二部分,筆者強(qiáng)調(diào),作為電視節(jié)目類型之一的法治節(jié)目無疑也隨著電視傳播的改變而產(chǎn)生了改變。然而,雖然法治節(jié)目應(yīng)勢改變了不少,但卻仍然存在很多相悖于數(shù)字電視時代的因素,諸如單一化的選題、稀少化的專業(yè)法治頻道等等。這些因素自然阻礙了我國數(shù)字電視時代法治節(jié)目的持續(xù)發(fā)展。 第三部分,筆者從宏觀理論領(lǐng)域?qū)?shù)字電視時代的法治節(jié)目提出了一些有針對性的見解。筆者認(rèn)為,在數(shù)字電視時代的法治節(jié)目應(yīng)當(dāng)將服務(wù)性確立為節(jié)目的根本宗旨,擴(kuò)大法治二字的內(nèi)涵;在此基礎(chǔ)上,細(xì)分各種類型的受眾,通過雙重化的解碼和編碼使不同類型的受眾自取所需;數(shù)字電視時代,電視的產(chǎn)業(yè)性質(zhì)將會更加突出,所以電視經(jīng)營必將成為左右法治節(jié)目成敗的一大重要因素,所以今后的法治節(jié)目應(yīng)當(dāng)拓展經(jīng)營形式、更新節(jié)目生產(chǎn)機(jī)制和發(fā)展節(jié)目評估機(jī)制。除此之外,在法律領(lǐng)域和文化領(lǐng)域,數(shù)字電視時代的法治節(jié)目都應(yīng)當(dāng)有所作為。 第四部分,筆者從微觀形態(tài)領(lǐng)域?qū)?shù)字電視時代的法治節(jié)目給與了一些有建設(shè)性的建議。筆者建議,在數(shù)字電視時代的訪談類法治節(jié)目應(yīng)當(dāng)以話題為核心,選好話題和話語。以紀(jì)實為己任的公安題材類法治節(jié)目則應(yīng)當(dāng)注意“實”的運用,做到分寸適當(dāng)。以案說法類法治節(jié)目則離不開故事的敘事藝術(shù)和技巧,通過生動的故事打動觀眾、教育觀眾、引導(dǎo)觀眾。新聞類法治節(jié)目則應(yīng)當(dāng)回歸新聞的本質(zhì),為觀眾提供充足的法治信息。而稀缺的法治專業(yè)頻道在數(shù)字電視時代則應(yīng)當(dāng)大為增加。 總體而言,本文認(rèn)為,只要法治節(jié)目能因勢而變,則雖然電視從模擬電視變革為數(shù)字電視,但仍能繼續(xù)曾經(jīng)取得的輝煌,在我國電視傳播業(yè)中發(fā)揮其不可或缺的重要作用。
[Abstract]:Based on the influence of digital TV technology on rule of law programs, this paper discusses the changes in the macro and micro aspects of rule of law programs in the era of digital TV.
This article holds that, compared with the traditional analog signal television, a great change has taken place in the rule of law program based on digital signal technology. In the face of this change, this article points out that the rule of law program should be gradually improved from the concept, that is, the reform of the past program connotation, function, tenet, the use of new communication technology, and a brand new spread, In addition to the various forms of the rule of law, every specific form of the rule of law should be improved accordingly. This article attempts to explain and analyze the most common and most popular types in the rule of law program. It also points out that different kinds of rule of law programs should have different points of attention in the era of digital television. For example, documentary law programs should make more use of digital technology to restore reality and do a good job of documentary; the narrative type of rule of law programs should highlight the narrative art of case stories, and the professional channel of rule of law should flourish and so on.
In the first part, the author points out that the digital TV has entered the era of digital television. The digital TV has been an irresistible force of change in the TV industry and has developed deeply in all parts of the world. In our country, the development of digital TV is always held in our country. With the development of the digital TV, the influence of digital TV on the transmission of TV is inevitable. From the production of the program to the TV advertisement, the television communication is produced because of the digital TV. A great change.
The second part, the author emphasizes that the rule of law program, one of the types of TV programs, has no doubt changed with the change of television transmission. However, although the rule of law program should change a lot, there are still many factors contrary to the digital TV era, such as single topic selection, rare professional rule of law channel and so on. These factors have hindered the sustainable development of rule of law in the digital TV era.
In the third part, the author puts forward some pertinent views on the rule of law program in the era of digital television from the macro theoretical field. The author believes that in the digital TV era, the rule of law should be established as the basic purpose of the program and expand the connotation of the two characters of the rule of law; on the basis of this, a variety of types of audiences are subdivided, and it is duality. The decoding and coding of the different types of audience are required. In the digital TV era, the nature of the television industry will be more prominent, so TV management will become a major factor in the success or failure of the rule of law program. So the future rule of law programs should expand the management form, the new program production mechanism and the development program evaluation mechanism. Besides, in the field of law and culture, rule of law programs in the era of digital TV should have something to do.
In the fourth part, the author gives some constructive suggestions to the rule of law program in the digital TV era from the micro form field. The author suggests that the topic and discourse should be selected with the topic as the core in the era of digital television. The program of the rule of law can not be separated from the narrative art and skill of the story, the audience, the audience, and the audience is guided through vivid stories. The news programs should return to the essence of the news and provide sufficient information on the rule of law for the audience. The scarce legal professional channel should be in the digital TV era. There is a big increase.
In general, this article holds that, as long as the rule of law program can change in the light of the trend, television can continue to be brilliant and play an indispensable role in TV communication industry in China, although it has changed from analog TV to digital TV.
