【摘要】：研究目的 評價上海世博會園區(qū)內(nèi)控煙狀況及無煙政策的實施效果,探討上海無煙世博的模式和經(jīng)驗,為今后大型活動的無煙環(huán)境評價提供工具和依據(jù)。 研究方法 以2010年上海世博會園區(qū)為研究現(xiàn)場,采用定性和定量相結(jié)合的綜合性研究方法,包括觀察、問卷和訪談三個部分。其中觀察部分采用自行設(shè)計的觀察表(以《無煙草和無煙草煙霧大型活動實施建議》為基礎(chǔ)),記錄控煙標識的設(shè)置、有無煙草廣告、促銷、展示、是否有人吸煙(吸煙人數(shù))以及是否有人勸阻等；問卷部分采用重復(fù)橫斷面調(diào)查的研究設(shè)計,于2010年7月到10月進行8次現(xiàn)場調(diào)查,每月2次,對現(xiàn)場調(diào)查時段的參觀游客和吸煙點吸煙游客進行問卷調(diào)查,共收到3022名參觀游客問卷(應(yīng)答率為73%),300份吸煙點游客問卷(問卷應(yīng)答率為100%)； 定性訪談包括兩個部分：首先,在世博期間,采用事先預(yù)備的訪談大綱對工作人員與志愿者,環(huán)衛(wèi)工人就世博園區(qū)控煙措施實施情況等問題進行一對一的深入訪談,訪談時間不少于20分鐘。其次,在世博會結(jié)束后,對世博管理者就無煙政策進行深入訪談,訪談時間不少于30分鐘。 研究內(nèi)容 1、觀察法評價世博園區(qū)控煙措施實施狀況。通過現(xiàn)場觀察了解公共場所內(nèi)控煙標識的設(shè)置,有無煙草廣告、煙草促銷及吸煙,勸阻情況。 2、游客對世博園區(qū)內(nèi)控煙措施的評價。通過現(xiàn)場問卷調(diào)查了解游客的態(tài)度,評價及建議等。 3、世博相關(guān)工作人員對世博園區(qū)控煙措施的評價。通過定性訪談了解世博相關(guān)工作人員的態(tài)度及建議。 4、世博園區(qū)吸煙點設(shè)置評價。通過現(xiàn)場觀察與問卷調(diào)查了解吸煙裝置的使用情況,吸煙者對吸煙點的態(tài)度及建議等。 5、總結(jié)無煙世博成功經(jīng)驗,為今后大型活動的無煙環(huán)境評價提供依據(jù)。 研究結(jié)果 1、世博園區(qū)155個場館和特許商店無煙霧。餐廳只觀察到0.1%的顧客吸煙,基本做到無煙。吸煙現(xiàn)象主要存在于室外非吸煙區(qū),但也只觀察4.5%的吸煙比例。除了古巴館的雪茄銷售、尼加拉瓜館的雪茄展示、津巴布韋館的農(nóng)業(yè)介紹中提及煙草種植外,其他場館沒有發(fā)現(xiàn)煙草的廣告、促銷和贊助以及展示。 2、71.7%的游客聽說過“無煙世博”這一理念；80.3%的游客知曉世博園區(qū)內(nèi)有“只能在指定吸煙點吸煙”的規(guī)定。新聞報道仍然是游客知曉的主要途徑為63.6%。92.5%的游客支持世博會控煙政策,97.1%的游客對世博園內(nèi)目前的控煙情況表示滿意。 3、大部分工作人員和志愿者知曉、支持世博園內(nèi)實施的控煙措施；60%的工作人員或志愿者同時也認為游客對世博園區(qū)控煙政策的知曉、配合程度良好。由于世博園區(qū)控煙措施的調(diào)整,園區(qū)內(nèi)吸煙狀況逐漸轉(zhuǎn)好。世博園區(qū)相關(guān)工作人員對游客的勸阻不佳,主要是世博局沒有對其進行相關(guān)培訓(xùn),自己也害怕會引起不必要的爭端。 4、只有32.7%的吸煙者對吸煙點的設(shè)置滿意；吸煙點點煙裝置可用的比例為54.3%,吸煙點沒有明顯的指引牌,建議吸煙點的設(shè)施建設(shè)有所改進。 結(jié)論 1、世博園區(qū)無煙政策執(zhí)行良好,廣泛接受。存在的問題主要在于室外非吸煙區(qū)域的吸煙現(xiàn)象。 2、多角度多途徑的宣傳,及時的措施調(diào)整是園區(qū)內(nèi)無煙措施順利實施的關(guān)鍵。 3、應(yīng)加強對工作人員或志愿者的培訓(xùn)和教育,建立控煙責任感,教授文明勸煙技能,以更好地提高勸阻的有效性。
[Abstract]:research objective
The status of tobacco control in World Expo Park in Shanghai and the effect of smokeless policy were evaluated. The model and experience of Shanghai smoke-free Expo were discussed, and the tools and basis for the evaluation of smokeless environment in future large-scale activities were provided.
research method
Taking the World Expo Park in Shanghai in 2010 as the research site, the comprehensive research method combining qualitative and quantitative analysis, including observation, questionnaire and interview, was used in three parts. The observation part was based on the self-designed observation table (based on the implementation of the recommendations for the implementation of large activities without tobacco and tobacco smoke). Advertising, promotion, display, whether there are people smoking (the number of smokers) and whether people dissuade and so on; the questionnaire part of the cross-sectional study design, from July 2010 to October to carry out 8 on-site surveys, 2 times a month, visiting visitors and smoking spots in the field survey questionnaire survey, received a total of 3022 visitors The questionnaire (response rate was 73%) and 300 smoking spot visitors questionnaire (questionnaire response rate was 100%).

research contents
1, the observation method was used to evaluate the implementation of the smoke control measures in the Expo Park. Through the field observation, the smoking signs in public places, tobacco advertising, tobacco promotion and smoking, dissuade the situation.
2, the tourists' evaluation of the smoke control measures in the Expo area.
3, the relevant staff of the Expo will evaluate the tobacco control measures in the Expo area. Through qualitative interviews, we will find out the attitudes and suggestions of the staff concerned in the Expo.
4, the evaluation of smoking spots in the Expo site. Through field observation and questionnaire survey, we can understand the use of smoking devices, smokers' attitudes and suggestions on smoking spots.
5, summarize the successful experience of smoke-free world expo, and provide a basis for future smoke-free environment evaluation of large-scale events.
Research results
1, there are no smoke in the 155 venues and concessionary stores in the Expo Park. The restaurant only observed 0.1% of the customers smoking and basically smokeless. The smoking phenomenon was mainly in the outdoor non smoking area, but only 4.5% of the smoking rates were observed. In addition to the cigar sales in Cuban Pavilion, the cigar exhibition in the Nicaragua Pavilion, and the agricultural introduction of the Zimbabwe Pavilion, the tobacco species mentioned. No tobacco advertisements, promotions, sponsorships and exhibitions were found in other venues.
Visitors to 2,71.7% have heard of the concept of "world free Expo"; 80.3% of the tourists know that there are "smoking only at designated spots" in the Expo site. The news reports are still the main way for tourists to know about the tobacco control policy of the World Expo and 97.1% of the visitors to the current situation of tobacco control in the Expo Garden. Satisfied.
3, most of the staff and volunteers know how to support the smoke control measures implemented in the Expo Park, and 60% of the staff or volunteers also think that the tourists' awareness of the tobacco control policy of the Expo Park is well coordinated. The smoking status in the Expo Park is gradually better due to the adjustment of the Expo Park control measures. The staff of the Expo Park are concerned. The main reason for the dissuade of tourists is that the Expo Bureau did not train them, and they were afraid of causing unnecessary disputes.
4, only 32.7% of smokers were satisfied with the setting of smoking points; the proportion of smoking points used for smoking devices was 54.3%, smoking points were not marked, and the facilities for smoking points were improved.
conclusion
1, the smoke-free policy of Expo site is well implemented and widely accepted. The main problem lies in smoking in outdoor non smoking areas.
2, multi angle and multi-channel publicity and timely adjustment are the key to the successful implementation of smoke-free measures in the park.
3, we should strengthen the training and education of staff and volunteers, establish a sense of responsibility for smoking control, and teach the skills of persuaded smoking in order to better improve the effectiveness of discouraging.
