【摘要】：近年來,隨著短信業(yè)務(wù)的蓬勃發(fā)展,短信已經(jīng)成為人們?nèi)粘Ｉ钪胁豢苫蛉钡耐ㄐ欧绞?然而也出現(xiàn)了不和諧的音符,一些公司和人員利用短信大量群發(fā)各類廣告信息,對廣大手機用戶造成了騷擾,嚴重干擾了人們的日常生活。這些問題引起了社會各界的關(guān)注,一些主要的媒體給予了深度報道,國家主管部門對此非常重視,電信運營商也為此投入了大量的人力和物力對垃圾短信進行治理。垃圾短信的治理涉及到社會、法律、法規(guī)、行業(yè)等各個方面,是一件綜合性的、多鏈條的工作。電信運營商為履行社會責(zé)任,責(zé)無旁貸的開展垃圾短信的治理,建設(shè)了垃圾短信攔截系統(tǒng),然而由于垃圾短信治理的復(fù)雜性,對于垃圾短信治理系統(tǒng)建設(shè)和使用都存在較大的風(fēng)險,為使這一工作取得理想的效果避免出現(xiàn)大的風(fēng)險,本文利用項目管理理論中的風(fēng)險控制理論對項目進行了分析和設(shè)計。 論文首先根據(jù)項目風(fēng)險管理的主要過程,對電信運營商垃圾短信治理項目進行了風(fēng)險控制管理,包括：風(fēng)險管理計劃編制、風(fēng)險識別、風(fēng)險應(yīng)對計劃編制、風(fēng)險監(jiān)督與控制等；同時還對垃圾短信治理今后的發(fā)展趨勢進行了探討,提出了垃圾短信治理工作中針對運營商的中長期建議。
[Abstract]:In recent years, with the rapid development of SMS business, SMS has become an indispensable means of communication in people's daily life. However, there are also discordant notes. Some companies and personnel use SMS to send out a large number of kinds of advertising information. It has caused harassment to the vast number of mobile phone users and seriously interfered with people's daily life. These problems have aroused the attention of all sectors of society. Some major media have given in-depth reports, and the national authorities have attached great importance to this. Telecom operators have also invested a great deal of manpower and material resources in the treatment of spam messages. The governance of spam messages involves all aspects of society, laws, regulations, industries and so on, and is a comprehensive one. The work of multi-chain. In order to fulfill the social responsibility, telecom operators are duty-bound to carry out the management of spam SMS, and build the spam SMS interception system. However, due to the complexity of the governance of spam SMS, There is a great risk in the construction and use of the junk message management system. In order to make this work achieve the ideal effect to avoid large risks, this paper analyzes and designs the project by using the risk control theory in the project management theory. Firstly, according to the main process of the project risk management, the paper carries on the risk control management to the telecom operators' spam short message management project, including: the risk management plan formulation, the risk identification, the risk response plan preparation, At the same time, the development trend of spam short message management in the future is discussed, and the medium and long term suggestions for operators in the management of spam short message are put forward.
