吉林省文化產(chǎn)業(yè)發(fā)展戰(zhàn)略研究

【摘要】:文化產(chǎn)業(yè)作為“朝陽產(chǎn)業(yè)”迅速崛起,成為新的經(jīng)濟增長點。各個國家和地區(qū)的政府已經(jīng)把文化產(chǎn)業(yè)提升到了戰(zhàn)略高度來看待。 吉林省政府制定了要從農(nóng)業(yè)大省到文化強省的目標(biāo),實現(xiàn)這一目標(biāo)必須大力發(fā)展文化產(chǎn)業(yè),必須從戰(zhàn)略高度重視文化產(chǎn)業(yè)的發(fā)展。為此政府要制定好規(guī)劃設(shè)計,選擇既適應(yīng)省情又能促進文化產(chǎn)業(yè)發(fā)展的戰(zhàn)略。 制定文化產(chǎn)業(yè)發(fā)展戰(zhàn)略,離不開基本環(huán)境的分析。本文是從外部環(huán)境和內(nèi)部環(huán)境兩個方面分析的。外部環(huán)境包括發(fā)達國家文化產(chǎn)業(yè)發(fā)展對吉林省文化產(chǎn)業(yè)發(fā)展的影響;我國文化產(chǎn)業(yè)發(fā)展對吉林省文化產(chǎn)業(yè)的影響;吉林省宏觀環(huán)境對文化產(chǎn)業(yè)發(fā)展的影響三個方面。從中可以看出吉林省文化產(chǎn)業(yè)發(fā)展面臨挑戰(zhàn)也有機遇。內(nèi)部環(huán)境包括吉林省文化產(chǎn)業(yè)發(fā)展基本情況分析;吉林省文化產(chǎn)業(yè)發(fā)展中突出行業(yè)分析;吉林省文化產(chǎn)業(yè)的發(fā)展成效分析;吉林省文化產(chǎn)業(yè)發(fā)展存在的問題和制約因素分析四個方面。說明吉林省文化產(chǎn)業(yè)既具有優(yōu)勢也有不足,機遇和挑戰(zhàn)并存。 通過文化產(chǎn)業(yè)內(nèi)外環(huán)境的分析,我們可以作出吉林省文化產(chǎn)業(yè)發(fā)展戰(zhàn)略構(gòu)想。 第一、戰(zhàn)略目標(biāo):文化產(chǎn)業(yè)發(fā)展目標(biāo)分二步:一是到2015年,文化產(chǎn)業(yè)成為支柱產(chǎn)業(yè),文化產(chǎn)業(yè)增加值占全省GDP的比重達到6%以上;二是到2020年,成為文化產(chǎn)業(yè)強省,文化產(chǎn)業(yè)增加值占全省GDP的比重達到10%以上。 第二、戰(zhàn)略要點:產(chǎn)業(yè)整合;資金扶持;新興產(chǎn)業(yè)培育;文化產(chǎn)業(yè)集聚園。 第三、重點產(chǎn)業(yè):重點加快長影集團、吉林出版集團、吉林省廣電網(wǎng)絡(luò)集團、吉林歌舞劇院集團、吉林省影視劇制作集團、吉林動漫集團等骨干文化企業(yè)發(fā)展 第四、戰(zhàn)略對策:發(fā)展文化產(chǎn)業(yè)在戰(zhàn)略措施上要充分認識到政府的主導(dǎo)與規(guī)范作用,重點是要去除文化產(chǎn)業(yè)發(fā)展的體制束縛,在文化產(chǎn)業(yè)發(fā)展過程中要建立起現(xiàn)代企業(yè)制度。吉林省發(fā)展文化產(chǎn)業(yè)應(yīng)當(dāng)充分發(fā)揮本地文化特色和優(yōu)勢,盡早樹立知名度高的屬于自己的文化產(chǎn)業(yè)品牌。從長遠考慮,發(fā)展文化產(chǎn)業(yè)要特別重視文化產(chǎn)業(yè)人才的培養(yǎng)和科技研發(fā)的投入。發(fā)展文化產(chǎn)業(yè)要構(gòu)建多渠道多層次的文化人才培養(yǎng)體系。文化產(chǎn)業(yè)發(fā)展既要立足于本地的文化土壤,又要大力引進外來文化和科學(xué)技術(shù)。 吉林省發(fā)展文化產(chǎn)業(yè)要建立完善相關(guān)法律政策體系,使文化產(chǎn)業(yè)發(fā)展戰(zhàn)略有法可依。在文化政策制定上,應(yīng)當(dāng)為文化產(chǎn)業(yè)發(fā)展?fàn)I造良好的軟環(huán)境,推進文化市場建設(shè),深化文化體制改革,培養(yǎng)多種市場主體,無論是國營、民營還是外資,只要在法律許可范圍內(nèi),都應(yīng)當(dāng)積極扶持,形成良性競爭局面,做到優(yōu)勝劣汰。
[Abstract]:As a "sunrise industry", the cultural industry has risen rapidly and become a new economic growth point. The governments of various countries and regions have raised the cultural industry to a strategic height. The Jilin Provincial Government has set the goal of moving from a large agricultural province to a culturally strong province. To achieve this goal, it is necessary to vigorously develop cultural industries and attach great importance to the development of cultural industries from a strategic perspective. Choose the strategy that can not only adapt to the situation of the province but also promote the development of cultural industry. The development strategy of cultural industry can not be separated from the analysis of basic environment. This paper analyzes from two aspects of external environment and internal environment, including the influence of the development of cultural industry in developed countries on the development of cultural industry in Jilin Province. The influence of the development of Chinese cultural industry on the cultural industry of Jilin Province; The impact of macro environment on the development of cultural industry in Jilin Province can be seen from three aspects, from which we can see that there are challenges and opportunities in the development of cultural industry in Jilin Province. The internal environment includes the analysis of the basic situation of the development of cultural industry in Jilin Province; In the development of cultural industry in Jilin Province, the industry analysis is prominent; the development effect of cultural industry in Jilin Province is analyzed; the problems and restrictive factors in the development of cultural industry in Jilin Province are analyzed. It shows that the cultural industry in Jilin Province has both advantages and disadvantages. Opportunities and challenges coexist. Through the analysis of the inside and outside environment of the cultural industry, we can make the strategic conception of the development of the cultural industry of Jilin Province. First, the strategic objective: the development goal of cultural industry is divided into two steps: by 2015, cultural industry has become a pillar industry, and the added value of cultural industry accounts for more than 6% of the province's GDP; and by 2020, it has become a strong province of cultural industry. The added value of cultural industry accounts for the proportion of the province's GDP reached more than 10%. Second, strategic points: industrial integration; financial support; emerging industry cultivation; cultural industry agglomeration park. Third, key industries: focus on accelerating the development of major cultural enterprises such as Changying Group, Jilin Publishing Group, Jilin Radio and Television Network Group, Jilin Song and Dance Theatre Group, Jilin Film and Television production Group, Jilin Animation Group and other key cultural enterprises. 4th, strategic countermeasures: the development of cultural industry should fully recognize the leading and normative role of the government in strategic measures, with emphasis on removing the institutional shackles of the development of cultural industries. In the process of the development of cultural industry, modern enterprise system should be established. Jilin Province should give full play to the local cultural characteristics and advantages in the development of cultural industry, and set up its own cultural industry brand with high visibility as soon as possible. To develop the cultural industry, we should pay special attention to the cultivation of cultural industry talents and the investment in scientific and technological research and development. To develop the cultural industry, we must build a multi-channel and multi-level cultural talent training system. The development of cultural industry should be based on the local cultural soil. We should also vigorously introduce foreign culture and science and technology. To develop the cultural industry in Jilin Province, we should establish and perfect the relevant legal policy system so that the development strategy of the cultural industry can be governed by law. In the formulation of cultural policy, we should create a good soft environment for the development of the cultural industry and promote the construction of the cultural market. In order to deepen the reform of cultural system and train many kinds of market subjects, whether state-owned, private or foreign, we should actively support them so as to form a healthy competitive situation so as to succeed in the survival of the fittest as long as the law allows them to do so.
