提審口譯員的中立性—廣州海關緝私局口譯實踐報告

我國的提審口譯仍處于初生階段,目前相關的專業(yè)標準及職業(yè)操守準則尚未出臺。雖然學界對于法律口譯的整體關注度在上升,但關于提審口譯的探討仍然較少。作者分析了自身在為廣州海關緝私局提供口譯服務時偏離中立性這一職業(yè)道德準則的種種情況,從提審口譯受到較多探討的國家中汲取經(jīng)驗,并參考了這些國家中與提審口譯員相關的職業(yè)操守準則,從而寫成本報告。本報告探討了中立性原則在提審口譯中的重要性及缺乏經(jīng)驗的譯員偏離中立性的不同方式。提審口譯中口譯的使用雙方處于對立的態(tài)勢,而提審口譯具有一定法律效應,因此譯者的中立性是至關重要的原則。然在實踐中,未受訓練的口譯員因種種原因常常偏離出中立性。偏離的方式要么體現(xiàn)在口譯員與提審雙方的互動上,要么體現(xiàn)在口譯員對于話語的翻譯方式上。本報告從作者的兩次口譯實踐中提取出諸多案例,詳細分析了口譯員偏離中立性的情況。最后報告對于提高提審口譯員對于中立性原則的意識提出一定建議,而努力不僅僅在譯員,也在警方乃至制定標準與規(guī)范的監(jiān)管部門。
