提審口譯員的中立性—廣州海關(guān)緝私局口譯實(shí)踐報(bào)告

我國的提審口譯仍處于初生階段,目前相關(guān)的專業(yè)標(biāo)準(zhǔn)及職業(yè)操守準(zhǔn)則尚未出臺。雖然學(xué)界對于法律口譯的整體關(guān)注度在上升,但關(guān)于提審口譯的探討仍然較少。作者分析了自身在為廣州海關(guān)緝私局提供口譯服務(wù)時(shí)偏離中立性這一職業(yè)道德準(zhǔn)則的種種情況,從提審口譯受到較多探討的國家中汲取經(jīng)驗(yàn),并參考了這些國家中與提審口譯員相關(guān)的職業(yè)操守準(zhǔn)則,從而寫成本報(bào)告。本報(bào)告探討了中立性原則在提審口譯中的重要性及缺乏經(jīng)驗(yàn)的譯員偏離中立性的不同方式。提審口譯中口譯的使用雙方處于對立的態(tài)勢,而提審口譯具有一定法律效應(yīng),因此譯者的中立性是至關(guān)重要的原則。然在實(shí)踐中,未受訓(xùn)練的口譯員因種種原因常常偏離出中立性。偏離的方式要么體現(xiàn)在口譯員與提審雙方的互動(dòng)上,要么體現(xiàn)在口譯員對于話語的翻譯方式上。本報(bào)告從作者的兩次口譯實(shí)踐中提取出諸多案例,詳細(xì)分析了口譯員偏離中立性的情況。最后報(bào)告對于提高提審口譯員對于中立性原則的意識提出一定建議,而努力不僅僅在譯員,也在警方乃至制定標(biāo)準(zhǔn)與規(guī)范的監(jiān)管部門。
