隋唐大運(yùn)河通濟(jì)渠(泗縣段)遺址保護(hù)研究

【摘要】:文化遺址是現(xiàn)代人類重要的財(cái)富,具有無(wú)與倫比的文化價(jià)值、考古價(jià)值和一定的商業(yè)價(jià)值,值得我們?nèi)ケWo(hù)和合理地開(kāi)發(fā)。我國(guó)歷史悠久,地域廣闊,文化遺址數(shù)量與種類都非常之多。改革開(kāi)放以來(lái)我國(guó)政府和文物保護(hù)部門逐步加強(qiáng)了對(duì)現(xiàn)有文物的保護(hù),但相對(duì)國(guó)外來(lái)說(shuō)依然存在很多不足,對(duì)于古代運(yùn)河這種文化遺址的保護(hù)意識(shí)與力度更是存在極大的缺失。我國(guó)擁有許多古代運(yùn)河遺址,分布在中東部很多省市,但近年來(lái)隨著城市化建設(shè)的加快、工業(yè)體系的發(fā)展,古代運(yùn)河遺址遭受的破壞十分明顯,沿河工農(nóng)業(yè)污染越來(lái)越嚴(yán)重,許多地方的古運(yùn)河都變成了臭水溝,而運(yùn)河相關(guān)的文物流失現(xiàn)象也屢見(jiàn)不鮮。2014年6月22日,包括"通濟(jì)渠"在內(nèi)的"大運(yùn)河"作為文化遺產(chǎn)正式列入世界遺產(chǎn)名錄,但這只是我們對(duì)運(yùn)河故道遺址保護(hù)的起點(diǎn)而不是終點(diǎn),對(duì)于依然存在的沿河污染、遺址破壞、文物流失等問(wèn)題,還需要我們進(jìn)一步解決和復(fù)原。隋唐大運(yùn)河最早建造于隋代,是以洛陽(yáng)為中心,南至蘇杭、北至北京的運(yùn)河,在隋、唐、五代、宋等多個(gè)朝代被廣泛用于商業(yè)運(yùn)輸,繁華一時(shí)。通濟(jì)渠(泗縣段)因其接近一千四百年的歷史、原始風(fēng)貌的保留以及文物的再現(xiàn),價(jià)值斐然,亟需竭力保護(hù)。對(duì)此本文在大運(yùn)河申遺成功的背景下,探討大運(yùn)河通濟(jì)渠泗縣段的保護(hù)現(xiàn)狀、問(wèn)題與對(duì)策,具有一定的現(xiàn)實(shí)意義。本文首先基于文化遺產(chǎn)保護(hù)的重要性和隋唐大運(yùn)河的歷史與非凡價(jià)值,在大運(yùn)河"申遺"成功但保護(hù)力度不夠的背景下,提出了研究的必要性;基于對(duì)現(xiàn)有文獻(xiàn)中有關(guān)世界遺產(chǎn)保護(hù)現(xiàn)狀、國(guó)內(nèi)遺產(chǎn)保護(hù)現(xiàn)狀以及與運(yùn)河保護(hù)有關(guān)的研究成果的總結(jié),本文得以在從資料的收集到各部分論證的展開(kāi)都有可供參考的依據(jù);對(duì)文化遺址的概念、遺址保護(hù)的原則和方法進(jìn)行了闡述,以對(duì)本文的研究進(jìn)行指導(dǎo)。其次對(duì)通濟(jì)渠進(jìn)行了全面的介紹,包括通濟(jì)渠的久遠(yuǎn)歷史,一些關(guān)鍵歷史時(shí)期的挖掘和修繕,在"申遺"背景下安徽省所做出的保護(hù)措施等;重點(diǎn)介紹了通濟(jì)渠泗縣段的歷史與價(jià)值,并從現(xiàn)有法規(guī)體系、文物發(fā)掘和申請(qǐng)文保單位等方面介紹其保護(hù)現(xiàn)狀;總結(jié)現(xiàn)階段保護(hù)的問(wèn)題,包括部分遺址遭受破壞、文物存在流失現(xiàn)象、沿河污染嚴(yán)重、價(jià)值彰顯不足等方面;由此分析了泗縣段運(yùn)河保護(hù)不力的原因,包括地方政府與文保部門保護(hù)意識(shí)不足、群眾的文保意識(shí)缺失、地方性法規(guī)不健全、管理機(jī)構(gòu)不健全、民眾參與性低和旅游開(kāi)發(fā)欠缺等方面。再次,借鑒了京杭大運(yùn)河濟(jì)寧段、隋唐大運(yùn)河河南滑縣至?h段的保護(hù)舉措,兩段運(yùn)河也曾存在諸多問(wèn)題,但通過(guò)專項(xiàng)整治、大力宣傳、建設(shè)廊道、控制城建、地方政府立法等針對(duì)性措施獲得了極好的改善效果;對(duì)通濟(jì)渠泗縣段古河道保護(hù)的現(xiàn)狀和問(wèn)題,提出針對(duì)性的對(duì)策,包括加大宣傳力度提升官員與群眾對(duì)運(yùn)河的保護(hù)意識(shí),具體措施如政府內(nèi)部開(kāi)展會(huì)議和培訓(xùn)課程、媒體的呼吁與宣傳、下鄉(xiāng)宣傳活動(dòng)等;完善通濟(jì)渠泗縣段遺址保護(hù)相關(guān)法規(guī),如嚴(yán)格執(zhí)行國(guó)際公約與國(guó)家相關(guān)法律、出臺(tái)地方遺址保護(hù)規(guī)定與政策、劃定保護(hù)區(qū)域、建立鄉(xiāng)規(guī)民約;完善管理機(jī)構(gòu)、建立專項(xiàng)小組;開(kāi)展專項(xiàng)治理,如對(duì)水體、土壤、空氣、固體廢棄物進(jìn)行專項(xiàng)治理,對(duì)被破壞的遺產(chǎn)進(jìn)行完整性恢復(fù),對(duì)植被進(jìn)行修復(fù);開(kāi)發(fā)旅游景點(diǎn),如建立運(yùn)河故道博物館、建立唐宋風(fēng)情街、建立運(yùn)河濕地公園、建立歷史文化教育基地、申請(qǐng)景區(qū)評(píng)級(jí)、加強(qiáng)景區(qū)的管理和宣傳等;這些措施符合泗縣段古運(yùn)河的走勢(shì),符合泗縣的風(fēng)土人情,也能夠彰顯泗縣運(yùn)河的文化價(jià)值與生態(tài)價(jià)值。最后基于對(duì)大運(yùn)河通濟(jì)渠泗縣段保護(hù)措施的制定,提出針對(duì)性的保障舉措,在資金方面,需要來(lái)自政府財(cái)政、社會(huì)募集、社會(huì)企業(yè)與自營(yíng)收入等方面的支持;在人力方面,需要做到深化績(jī)效管理和保持人員流動(dòng)性,并合理地招募志愿者;在技術(shù)方面,則需要積極建設(shè)信息管理平臺(tái),實(shí)現(xiàn)對(duì)污染數(shù)據(jù)的監(jiān)測(cè),對(duì)關(guān)鍵位置的監(jiān)控和對(duì)檢舉的支持。本文的研究結(jié)論對(duì)通濟(jì)渠泗縣段的治理、保護(hù)與開(kāi)發(fā)有一定的針對(duì)性,具有一定的應(yīng)用價(jià)值。
[Abstract]:Cultural relics are the important wealth of modern human beings, with unparalleled cultural value, archaeological value and certain commercial value, which deserve our protection and rational development. Our country has a long history, a vast region, and a great number of cultural sites. There are still many deficiencies in the protection of the existing cultural relics, but there are still a lot of deficiencies relative to foreign countries, and there is a great loss in the protection of the ancient canal cultural sites. China has many ancient canal sites, distributed in many provinces and cities in the Middle East and East, but in recent years, with the acceleration of urban construction, the development of the industrial system, the ancient transportation. The destruction of the river site is very obvious. The agricultural pollution along the river is becoming more and more serious. The ancient canals in many places have been turned into a stinky ditch, and the canal related loss of cultural relics is often seen in the June 22nd.2014. The "the Grande Canale", including the "Tongji canal", was officially listed as the world heritage list as a cultural heritage, but this is only our way of transportation. In the Sui and Tang Dynasties, the Grande Canale was first built in the Sui Dynasty, with the Luoyang as the center, the south to Suzhou and the north to Beijing, and the Sui, Tang, five, song and other dynasties were widely used in the Sui and Tang Dynasties. The Tongji canal (Sixian section) has a history of nearly one thousand and four hundred years, the preservation of the original features and the reproduction of the cultural relics, which is of great value and need to be protected. This article, under the background of the success of the the Grande Canale heritage, discusses the protection status, problems and Countermeasures of the the Grande Canale Tongji canal Sixian section, which has some practical meaning. Based on the importance of cultural heritage protection and the history and extraordinary value of the Grande Canale in the Sui and Tang Dynasties, this paper puts forward the necessity of the study in the context of the success of the Grande Canale's "legacy" but not enough protection, based on the status of the protection of the world heritage, the status of the protection of the heritage in the country and the research related to the protection of the canal in the existing literature. The summary of the results, this article can be provided for reference from the collection of data to the expansion of various parts of the argument; the concept of cultural sites, the principles and methods of site protection are expounded to guide the study of this article. Secondly, the Tongji canal is introduced comprehensively, including the long history of Tongji canal and some key calendars. The excavation and repair of the historical period, the protection measures made in Anhui Province under the background of the "Shen Fu", the history and value of the Sixian section of Tongji canal were introduced, and the protection status was introduced from the existing regulations system, the excavation of cultural relics and the application for civil protection units, and the protection problems at the present stage were summarized, including the destruction of some sites and the preservation of cultural relics. In the loss phenomenon, the pollution along the river is serious and the value is insufficient. The reasons for the poor protection of the canal in the Sixian section are analyzed, including the lack of awareness of the protection of the local government and the civil protection department, the lack of awareness of the civil protection of the masses, the unsound local laws and regulations, the unsound management institutions, the low participation of the people and the lack of tourism development, etc. again, Based on the protection measures of the Jining section of Beijing, Hangzhou, the Grande Canale, Henan and Huaxian to Xunxian County in the Sui and Tang Dynasties, there are many problems in the two section of the canal, but it has achieved excellent improvement effect through special renovation, construction of corridor, control of urban construction and local government legislation, and the status of the protection of the ancient river in the Sixian section of Tongji canal. And problems, put forward specific countermeasures, including increasing publicity to enhance the awareness of the officials and the masses on the protection of the canal, specific measures such as the government's internal meetings and training courses, media appeal and propaganda, and the propaganda activities in the countryside, and so on; to improve the relevant laws and regulations on the protection of the Sixian section of the Tongji canal, such as the strict implementation of the International Convention and the state. Laws, regulations and policies for the protection of local sites, the delineation of protection areas, the establishment of township rules and regulations, the improvement of management institutions, the establishment of special groups, special governance such as water, soil, air, solid waste, restoration of the damaged heritage, restoration of the vegetation, and the development of tourist attractions, such as the establishment of tourist attractions. The Museum of the ancient river road, the establishment of the Tang and Song Dynasties, the establishment of the canal Wetland Park, the establishment of the historical and cultural education base, the application of the rating of the scenic spots, the strengthening of the management and publicity of the scenic spots, these measures conform to the trend of the ancient canal in Sixian, the customs of Sixian, and the cultural and ecological values of the Sixian canal. Finally, it is based on the theory of the cultural value and ecological value of the canal. The protection measures of the Sixian section of the Grande Canale Tongji canal are formulated, and the measures are put forward. In terms of funds, it is necessary to support the government finance, the social collection, the social enterprises and the self-employed income. In the human aspect, we need to deepen the performance management and maintain the mobility of personnel, and recruit volunteers reasonably; in technical aspects, It is necessary to build the information management platform actively, realize the monitoring of the pollution data, monitor the key positions and support the examination. The conclusion of this paper has certain pertinence to the management, protection and development of Sixian section of Tongji canal, and has certain application value.
